Seven first batch of approved projects in the town include Ningbo Institute of Microelectronics, Institute of Microelectronics, Chinese Academy of Sciences, Materials and Components Alliance (Ningbo) Industry Promotion Center, SMIC Ningbo Special Process and Analog Chip Manufacturing Base Project, Anji Microelectronics Project, Shenyang Fuchuang Integrated Circuit Precision Components Project, Hengshuo Technology Semiconductor Tin Material Project and Chip Space Integrated Circuit Industry Base Cooperation Project, were signed the contract at the launching ceremony.
Qiu Gang, Deputy Director of National Science and Technology 02 Major Project Special Implementation Management Office delivered a speech at the launching ceremony, and pointed out that Beilun has the development vision and courage to become the incubation base for the early achievements of National Science and Technology Major Project, and provides a place for the development of materials and components in the upstream of the industrial chain. Qiu Dongyao, Deputy Secretary of Ningbo Municipal Committee and Mayor pointed out in his speech that Ningbo takes actions to implement the strategy of manufacturing power and solidly promote the construction of the “Made in China 2025” pilot demonstration city by building China (Ningbo) Xingang Town. Xingang Town carries the hope of innovation and the future of development. The innovation achievements of National Science and Technology 02 Major Project can be settled in Xingang Town, Beilun District, Ningbo, and advantageous enterprises can be developed and expanded, which is an excellent example of industrialization of scientific and technological achievements.
Zhao Haijun, CEO of SMIC, believes that the geographical location and regional environment of Ningbo can complement resources with Shanghai. The mature projects in Shanghai can be transferred to Ningbo, and Xinggang Town will be built into a chip town in the future; Lu Jun, President of Huaxin Investment Management Co., Ltd. pointed out that benefited from the great importance given by Ningbo Municipal Government to the integrated circuit industry, the excellent domestic materials and components enterprises can gather in Xingang Town. It’s hoped that Xingang Town will be able to undertake more outstanding industrial projects in the domestic; Academician Hao Yue, Deputy Chief of National Science and Technology 01 Major Project and Vice President of Xi'an University of Electronic Science and Technology, delivered a speech at the launching ceremony, he believes that the microelectronics industry in China is the world's attention, although there is still a big gap between the current domestic enterprises and the world developed countries, we believe that with the strong support of the government, enterprises will have more confidence, and domestic microelectronics enterprises will continue to grow and develop in the domestic integrated circuit cluster area such as Beilun, Ningbo.
Shi Ying, National Science and Technology 02 Major Project group expert and Secretary General of the Alliance pointed out in his speech that the Materials and Components Alliance take the guidance to the agglomeration development of enterprises as one of the main tasks of the Alliance. Beilun, located in the Yangtze River Delta integrated circuit development cluster area, is very attractive in terms of economic strength, industrial policy, and talent advantage. The construction of integrated circuit materials and components industry cluster area here can take advantage of the economic advantages and manufacturing base of Ningbo to realize the rapid development of the industry, and can form a good industrial synergy with the Yangtze River Delta integrated circuit manufacturing industry town.

The first batch of enterprises in Xingang Town signed a contract
Xingang Town, located in the Chaiqiao area, Beilun District, is divided into high-end manufacturing production area, R&D service comprehensive area and old street ecological culture area. The 2 square kilometers of Xingang industrial park, 1 square kilometer of ecological living room and 1.5 square kilometers of cultural foyer will be built around the innovation-driven transformation and ecological civilization construction, creating a scientific and technological culture town integrated by high-tech manufacturing, research and development & innovation, creative services, fun and leisure, and culture and ecology. Supported by the land for expansion in the Linggang chemical industry zone, north of core area, and the international community development space in the south, the planned area can reach 35 square kilometers. Xingang Town will start construction at the end of this year, focusing on the construction of special projects such as manufacturing base of Ningbo integrated circuit special technology, and Ningbo integrated circuit materials and components base. It is planned to complete the construction of first phase of the plant and put into use in 2018. At that time, it will cooperate with SMIC International Integrated Circuit Manufacturing Co., Ltd., the largest integrated circuit wafer OEM in China, to promote the integrated development of IC industry chain in Ningbo and build a leading domestic integrated circuit characteristic town.
