Senior Engineer at the Professor Level, Expert in the Overall Group of the National Key Science and Technology Project “Manufacturing Equipment and Complete Process for Ultra-Large-Scale Integrated Circuits” (Project 02), Director of the Beijing Multi-Dimensional Electronic Materials Technology Development and Promotion Center, Secretary-General of the Supporting Industries Branch of the China Semiconductor Industry Association, and Assistant General Manager of Youyan New Materials Co., Ltd.
For nearly 15 years, I have been focusing on scientific and technological innovation as well as industrial technology development strategy research in the field of microelectronic materials. My work has centered on the development and forecasting of China’s integrated circuit materials industry within the context of the entire industrial value chain, providing related policy recommendations for government projects, and conducting research on policies aimed at fostering the growth of the integrated circuit materials industry. I have participated in the formulation of the “13th Five-Year Plan” for National Special Project 02, contributed to the Ministry of Industry and Information Technology’s study on “The Path Forward for National Integrated Circuit Industry Development,” and taken part in the drafting of the “13th Five-Year Plan” by the China Semiconductor Industry Association. I have led and participated in more than ten research projects on science and technology development strategies in the fields of integrated circuits and advanced packaging materials, as well as national science and technology development planning studies. I have also led the design and implementation of a networked project management platform based on the full lifecycle and process control of research topics. Furthermore, I spearheaded the design and successful implementation of an information system for data analysis in the integrated circuit materials industry, which has been effectively utilized for industry analysis.
Previously served as Deputy Director of the Science and Technology Development Department at the Beijing Research Institute of Nonferrous Metals, where I engaged in research on processing technologies for nonferrous metal alloys, management of science and technology projects, development of new materials engineering technologies, and strategic research on the semiconductor materials industry. I have led and participated in more than 10 national and provincial-level projects, including the National Key Science and Technology Projects, the 863 Program, National Science and Technology Platforms, National High-Tech Industrialization Demonstration Projects, and Beijing’s Special Science and Technology Programs.
Graduated in 1984 from Xi'an Jiaotong University with a major in Metallography and Heat Treatment; obtained an MBA degree from Renmin University of China in 2002; from 2010 to 2011, served as a visiting scholar at the Harvard Kennedy School of Government, where I conducted research on the U.S. semiconductor industry’s innovation system, project management, and knowledge management.
