After the work report, the attending delegates took turns to speak, focusing on the future priority areas mentioned in the work report—namely, photoresists, packaging materials, precursors, and raw and auxiliary materials. 4 Conduct a feasibility study on the strategy for sector-specific standards, and simultaneously explore the current status of existing group standards. The delegates attending the meeting believe that it is important to guide the development of photoresists, packaging materials, precursors, and raw and auxiliary materials. 4 The standard-setting in each field aligns with the latest developments and key research trends in the materials sector, demonstrating accurate strategic direction. However, when specifying the content of particular guidelines, attention should be paid to the following aspects:

First, Objectively define standardization targets. Formulated products such as photoresists, as well as their custom-developed components (resins, photoactive agents), are not suitable for standardization because they involve trade secrets of both material suppliers and users. know-how and cannot be formulated into a standard. Second, Accurately define the scope of standardization. As reflected in interactions with users, they are not concerned with the specific details of product standards’ indicators; rather, they are primarily interested in the benchmarking results between domestic and foreign products. Therefore, it would be worthwhile to conduct focused research on testing methods used to characterize products and establish standardized, unified testing method criteria. The industry has an even greater demand for such standards.

Fourth, Accept the current state of immaturity. In sectors where industrial development and technological advancement are still immature, it’s inappropriate to force standardization in a way that artificially accelerates growth. At present, standards do not yet possess the ability to lead innovation; the priority should be on improving efficiency.

Regarding how to stimulate and enhance the effectiveness of implementing group standards, the delegates attending the meeting put forward the following insights and ideas:

First, In terms of organizational structure, during the standard-setting process, most standards are unilaterally developed by the drafting organizations, with low engagement from participating entities, which objectively leads to low adoption rates. We call on the alliance to bring in more supply-chain enterprises—specifically, upstream and downstream partners or companies closely linked through their products. For instance, since encapsulation materials interact with each other, the standardization approach should shift from focusing solely on individual materials to taking a systems-level perspective, thereby enabling the development of meaningful standards.

Second, Based on the standard structure, we have fully taken into account the diverse needs of different users and implemented a more precise, tiered, and detailed standard format to enhance user usability.

Third, In terms of the driving approach, leveraging the power of end-users—such as conducting surveys to understand their needs and having users take the lead—can be highly effective. “Reverse” promotion—when users participate in drafting and reviewing—will further strengthen the implementation of standards.

Fourth, In terms of promotional efforts, there is still a lack of awareness among users and industry professionals regarding the alliance and its standards. It is recommended to increase visibility by participating in trade shows and organizing events, as well as by following the practices of overseas organizations (for example, ...). Fifth, In terms of application areas, the attending representatives cautiously noted that it is quite challenging to gain user acceptance for group standards. Leading users tend to be resistant to group standards, whereas emerging users are relatively more receptive. Achieving widespread adoption of these standards among users requires considerable patience. It would be beneficial to focus on promoting their use in third-party testing organizations, laboratories, and research institutes, thereby opening up additional channels for dissemination.
