National Standardization Development Outline
Xinhua News Agency, Beijing, October 10 — Recently, the CPC Central Committee and the State Council issued the "National Standardization Development Outline" and sent out a notice requiring all regions and departments to conscientiously implement it in light of their actual conditions.
The main contents of the "National Standardization Development Outline" are as follows.
Standards serve as the technological foundation for economic activities and social development, and represent an important aspect of the nation’s fundamental institutional framework. Standardization plays a foundational and leading role in advancing the modernization of the national governance system and governance capacity. In the new era, as we strive to promote high-quality development and fully build a modern socialist country, there is an urgent need to further strengthen standardization efforts. To coordinate and advance the development of standardization in a comprehensive manner, this outline has been formulated.
I. General Requirements
(1) Guiding Ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th Central Committee. In accordance with the requirements of comprehensively promoting the “Five-in-One” overall layout and coordinated advancement of the “Four Comprehensive” strategic layout, we will adhere to a people-centered development philosophy, ground ourselves in the new stage of development, implement the new development理念, and establish a new development pattern. We will optimize the governance structure of standardization, enhance the effectiveness of standardized governance, elevate the internationalization level of standards, accelerate the establishment of a standards system that promotes high-quality development, support high-tech innovation, foster high-level opening-up, and lead high-quality development—thus providing strong support for fully building a modern socialist country and realizing the Chinese Dream of the great rejuvenation of the Chinese nation.
(2) Development Goals
By 2025, we will shift from a standard-setting approach dominated by the government to one that equally emphasizes both government and market roles; expand the application of standards from being primarily focused on industry and trade to encompassing all aspects of the economy and society; transform standardization efforts from being domestically driven to a model of mutual promotion between domestic and international initiatives; and shift standardization development from a quantity- and scale-oriented approach to one that emphasizes quality and efficiency. Standardization will more effectively boost the nation’s overall competitiveness, promote high-quality economic and social development, and play an even greater role in building a new development paradigm.
— Deepening the comprehensive development of standardization across all sectors. Standards now cover all areas—including agriculture, industry, services, and social undertakings—while standards for emerging industries are gaining prominence. Health, safety, and environmental standards provide robust support. The coverage rate of standardized agricultural production is steadily increasing, and a standardization system that promotes high-quality development is essentially in place.
— The level of standardization has been significantly enhanced. The proportion of scientific and technological projects in common key technologies and application-oriented fields that have yielded standardized research results has reached over 50%. The structure of standards issued by the government versus those independently developed by the market has become more optimized. The average development cycle for national standards has been shortened to within 18 months, and the degree of digitalization of standards continues to rise. The economic, social, quality, and ecological benefits of standardization are fully realized.
— The degree of standardization openness has significantly increased. International cooperation in standardization has been deepened and expanded, fostering closer, mutually beneficial, and win-win partnerships in international standardization. Personnel exchanges and technical cooperation among standardization experts have grown stronger, and standard information is increasingly interconnected and shared on a broader scale. China’s transparency in standard-setting and its international environment continue to improve. The alignment between national standards and key technical indicators of international standards has greatly improved, and the rate of converting international standards into national standards has reached over 85%.
— The foundation for standardization development has become even more solid. A number of world-class, comprehensive and specialized standardization research institutions have been established, along with several national-level quality standards laboratories and over 50 national technical standards innovation bases. This has led to the formation of a national quality infrastructure system that integrates standards, metrology, certification and accreditation, and inspection and testing, and the standardization service industry has largely adapted to the needs of economic and social development.
By 2035, the standard system—characterized by optimized structure, advanced and rational design, and international compatibility—will be further enhanced. The standardization management system with Chinese characteristics will be more refined, and a comprehensive framework for standardization work—driven by the market, guided by the government, led by enterprises, involving social participation, and fostering open integration—will be fully established.
II. Promote the interactive development of standardization and technological innovation.
(3) Strengthen standardization research in key technological fields. Conduct standardization research in areas such as artificial intelligence, quantum information, and biotechnology. In technology fields with broad application prospects—including the integration of IT and industrialization, next-generation information technology, big data, blockchain, health care, new energy, and new materials—simultaneously advance technological R&D, standard development, and industrial promotion, thereby accelerating the pace of industrialization of new technologies. Study and formulate key technical standards for areas such as intelligent ships, high-speed railways, new-energy vehicles, intelligent connected vehicles, and robotics, thus driving industrial transformation. Timely develop and refine technical safety-related standards in fields such as biomedical research, molecular breeding, and autonomous driving, thereby enhancing the level of risk management in technological fields.
(4) Enhance standardization levels through scientific and technological innovation. Establish a coordinated mechanism linking major scientific and technological projects with standardization efforts, treating standards as key outputs of science and technology programs. Strengthen research on core technical indicators for standards, with particular emphasis on supporting the development of standards in areas such as foundational and general technologies, industry-wide common technologies, emerging industries, and integrated technologies. Timely incorporate advanced and applicable scientific and technological innovations into standards to elevate their overall level. Provide rewards, as prescribed, to important technical standards that meet the relevant criteria, thereby stimulating innovative vitality in standardization across society.
(5) Improve the mechanism for transforming scientific and technological achievements into standards. Enhance the evaluation mechanisms and service systems for converting scientific and technological achievements into standards, and promote standardization efforts in areas such as technology managers and scientific and technological achievement evaluation services. Perfect the system of standards-essential patents, strengthen intellectual property protection throughout the standard-setting process, and facilitate the industrial application of innovative achievements. Further refine the national system of standardized technical documents and broaden channels for standardizing scientific and technological achievements. Integrate standard development into the construction of common technology platforms, thereby shortening the development cycle for standards related to new technologies, new processes, new materials, and new methods, and accelerating the pace of transforming and applying these achievements.
3. Enhance the standardization level of the industry
(6) Strengthen the foundation for industrial development. Enhance the development of standards for core basic components (parts and devices), advanced basic processes, critical basic materials, and industrial technology foundations; intensify efforts to develop and apply foundational and general-purpose standards. Conduct targeted research on standards related to databases and other areas, elevate the level of standard design, and formulate general technical standards that are safe, reliable, and internationally advanced.
(7) Promote industrial optimization and upgrading. Implement the Standardization Enhancement Project for High-end Equipment Manufacturing, refine standards for intelligent manufacturing, green manufacturing, and service-oriented manufacturing, and establish a comprehensive set of standards to drive industrial optimization and upgrading. In certain key areas, some critical standards should moderately surpass the average level of industrial development. Improve and expand standards related to boosting domestic demand, continuously enhance consumer goods standards and quality levels, and comprehensively stimulate consumption. Advance standardization and branding in the service sector, refine service-sector standards, and prioritize strengthening standardization in areas such as food cold chains, modern logistics, e-commerce, product coding, wholesale and retail trade, and real estate services. Further develop and promote standards covering technology, products, services, and infrastructure in the financial sector, effectively preventing and resolving financial risks. Accelerate the integrated development of advanced manufacturing and modern service industries through standardized approaches, and promote cross-industry and cross-sector integrated standardization. Establish and improve standards for the integration of big data with various industries, and advance both the digitalization of industries and the industrialization of digital technologies.
(8) Lead the rapid, healthy development of new products, new business forms, and new models. Implement the New Industry Standardization Leadership Project, conduct standardization research on emerging and future industries, formulate a batch of application-driven new standards, and foster the development of new business forms and models. Focusing on the smart transformation needs in fields such as food, healthcare, emergency response, transportation, water resources, energy, and finance, accelerate the refinement of relevant standards. Establish standard specifications covering data resource property rights, transaction and circulation, cross-border data transfers, and security protection, and promote the standardization of platform economies and sharing economies to support the development of the digital economy. Improve scientific and effective regulatory mechanisms based on standards, and encourage social organizations to leverage standardization tools to enhance self-discipline and maintain market order.
(9) Enhance the stability of industrial chains and supply chains, as well as the overall competitiveness of industries. Focusing on production, distribution, circulation, and consumption, accelerate technological breakthroughs and the development and application of standards in key links, critical sectors, and vital products, thereby boosting the core competitiveness of industries. Leverage the pivotal role of key technical standards as a link and driver in industrial synergy and technological collaboration, implement standardization initiatives to support the stabilization of key industrial chains, promote effective alignment of standards across upstream and downstream segments of industrial chains, and elevate the modernization level of industrial chains and supply chains.
(10) Promote the quality improvement and efficiency enhancement of new infrastructure. Implement a special action for standardization of new infrastructure, accelerate the development of a series of standards for information infrastructure—including communication network infrastructure, new technology infrastructure, and computing power infrastructure—and collaboratively advance the development of integrated infrastructure standards. Establish standards for the industrial internet, formulate standards for innovative infrastructure that support scientific research, technological development, and product innovation, and facilitate the transformation and upgrading of traditional infrastructure.
IV. Enhance Standardized Guarantees for Green Development
(11) Establish and improve standards for peaking carbon emissions and achieving carbon neutrality. Accelerate the updating and upgrading of energy-saving standards, promptly revise a batch of mandatory national standards on energy consumption limits and energy efficiency of products and equipment, raise energy consumption limit requirements for key products, expand the coverage of energy consumption limit standards, and refine supporting standards related to energy accounting, testing and certification, assessment, and auditing. Speed up the refinement of verification and accounting standards for carbon emissions at the regional, industrial, enterprise, and product levels. Develop greenhouse gas emission standards for key industries and products, and improve the labeling system for low-carbon products. Enhance renewable energy standards and study the development of standards for ecological carbon sinks, as well as carbon capture, utilization, and storage. Implement a standardization enhancement project for peaking carbon emissions and achieving carbon neutrality.
(12) Continuously optimize standards for ecosystem construction and protection. Further refine standards for ecological environment quality and ecological risk management, and persistently improve the quality of the ecological environment. Further enhance pollution prevention and control standards, strengthen standards for pollutant emissions, supervision, and prevention and control, and firmly establish the bottom line for controlling pollutant emissions. Coordinate and improve standards for addressing climate change, formulating and revising standards related to climate change mitigation, adaptation, monitoring, and assessment. Develop and refine standards for the quality and management of diverse ecosystems—including mountains, rivers, forests, farmland, lakes, grasslands, and deserts—accelerating research and development of standards for comprehensive prevention and control of water and soil erosion, ecological conservation and restoration, ecosystem services and evaluation, ecological carrying capacity assessment, ecological resource evaluation and monitoring, biodiversity conservation, ecological benefit assessment, and realization of the value of ecological products. This will increase the supply of high-quality ecological products and ensure ecological security.
(13) Promote the efficient and intensive use of natural resources. Develop a series of unified standards for the survey, registration, evaluation, assessment, and monitoring of natural resources. Study and formulate standards for the efficient and intensive development and utilization of natural resources such as land and mineral resources, and advance the standardization of green exploration and development of energy resources. Focusing on the inventory and statistical analysis of natural resource assets as well as asset accounting, promote the standardization of the natural resource asset management system. Establish unified technical standards for land and spatial planning, and refine mechanisms for assessing resource and environmental carrying capacity and the suitability of land and spatial development. Formulate standards for the development and protection of marine resources, foster the marine economy, and support integrated land-sea development.
(14) Strengthen the foundational standards for green production. Establish and improve standards for green agricultural development covering soil quality and monitoring & evaluation, quality of agricultural inputs, moderately scaled livestock farming, circular ecological agriculture, food safety of agricultural products, and monitoring & early warning systems. Develop and refine standards for cleaner production, continuously enhancing those related to resource recycling, green product design, green packaging and green supply chains, and comprehensive utilization of industrial waste. Establish and improve standards for green finance and eco-tourism, among other aspects of green development. Develop standards for green construction, refining existing standards for green building design, construction, operation, maintenance, and management. Establish standards for green community and village development that cover all types of green living facilities.
(15) Strengthen the leading role of green consumption standards. Improve green product standards, establish classification and evaluation standards for green products, and standardize labeling for green and organic products. Develop green lifestyle standards covering energy and water conservation, green procurement, waste sorting, curbing food waste in catering, green transportation, and green living. Establish differentiated evaluation standards for green public institutions and set reasonable quotas for resource consumption and waste emission targets.
V. Accelerate the standardization process in urban and rural development and social development.
(Sixteen) Promote the standardized development of rural revitalization. Strengthen standard-led initiatives and implement a standardized action plan for rural revitalization. Enhance the construction of high-standard farmland, accelerate the development of smart agriculture standards, expedite the establishment of comprehensive standards covering the entire modern agricultural value chain, and bolster the standardization of digital villages. Establish a platform for providing and promoting agricultural and rural standardization services, and advance the standardization of local specialty industries. Improve rural construction and evaluation standards, focusing particularly on rural environmental monitoring and assessment, enhancement of village appearance, farmhouse construction, management of rural domestic waste and sewage, construction and renovation of sanitary toilets in rural areas, and development of public infrastructure. Accelerate the implementation of standardized efforts to improve the rural living environment. Promote standardization in areas such as resort and leisure tourism, rural tourism, homestay economies, and the protection and utilization of traditional villages, thereby fostering the integrated development of primary, secondary, and tertiary industries in rural areas.
(17) Promote standardized development of new-type urbanization. Conduct research and formulate standards for the allocation of public resources, establish construction standards for county towns and standards for public facility development in small towns. Develop urban health check and evaluation standards, and improve standards for the construction and quality assessment of urban living environments. Refine standards related to urban ecological restoration and functional enhancement, urban information modeling platforms, disaster prevention in construction projects, renovation and upgrading, and sponge city development. Advance standardization in urban design, preservation and inheritance of urban historical and cultural heritage, and shaping of urban character; refine standards for the provision of neighborhood blocks and public facilities. Establish a series of standards covering the construction, operation, management, and services of smart urban infrastructure; develop standards for urban leisure and slow-moving transportation systems as well as integrated management and service systems. Conduct research and formulate application standards for next-generation information technologies in urban infrastructure planning and construction, urban governance, and emergency response. Improve housing standards, refine standards for real estate information data and property services. Promote standardization in intelligent construction, and refine standards for building information modeling technologies and on-site construction monitoring. Launch city-wide standardization initiatives, improve smart city standards, and advance sustainable urban development.
(18) Promote the standardization of administrative management and social governance. Explore pilot programs for the development and application of administrative management standards, with a focus on advancing the formulation and promotion of standards in areas such as administrative approval, government services, government transparency, fiscal expenditure, smart regulation, forensic science, trial and enforcement, legal services, and public resource transactions. Accelerate the standardization of digital society, digital government, and the business environment, refine standards for market factor trading, and foster the construction of a high-standard market system. Strengthen the development and implementation of standards in fields including credit information collection and utilization, data security and personal information protection, and cybersecurity assurance systems and capacity building. Launch standardized initiatives for social governance centered on rural governance, comprehensive governance centers, and grid-based management, and promote innovation in the standardization of social governance.
(19) Strengthen standardization efforts in public safety. Upholding the principle of putting the people and their lives first, we will implement a foundational project for public safety standardization, refining standards in areas such as social order, criminal law enforcement, counter-terrorism and emergency response, transportation, work safety, emergency management, disaster prevention, mitigation, and relief. We will weave and solidify a robust network of safety standards covering food, pharmaceuticals, pesticides, grain and energy, water resources, biological products, material reserves, product quality, special equipment, labor protection, fire safety, mining, construction, cyberspace, and other critical sectors. We will also raise the standards for disaster-resilience infrastructure addressing natural hazards such as floods, droughts, forest and grassland fires, geological disasters, and earthquakes. Furthermore, we will enhance the development of data-sharing standards for major projects and various types of infrastructure, thereby improving the level of protection for people’s lives and property. We will accelerate the formulation and implementation of standards in key areas such as major epidemic prevention and control, medical treatment, and national emergency rescue, and promptly refine national standards for emergency preparedness and response to major security risks. We will establish a coordinated mechanism for public safety standardization that features rapid, unified, and efficient collaboration among multiple departments, regions, and systems, and promote the formulation and implementation of major standards.
(20) Promote the standardization of basic public services. Focusing on areas such as ensuring childcare for young children, providing quality education, enabling gainful employment, offering accessible medical care, ensuring dignified elderly care, guaranteeing decent housing, and providing support for vulnerable groups, we will implement a project to build a system of basic public service standards. Key efforts will include improving and widely adopting national unified technical standards in fields such as social insurance administration services, labor and employment guidance and job creation services, social work, elderly care services, child welfare, services for persons with disabilities, social assistance, funeral and burial services, as well as public education, public culture and sports, and housing security—so that the fruits of development can benefit all people more equitably.
(21) Elevate the standard level of ensuring quality of life. Focusing on popularizing healthy lifestyles, optimizing health services, promoting healthy diets, improving health insurance coverage, building healthy environments, and developing the health industry, we will establish comprehensive and widely-covering health standards. We will formulate standards for public sports facilities, mass fitness activities, training and competitions, fitness guidance, online and smart sporting events, and create a scientific, well-rounded, and fully diversified system of sports standards. We will launch special initiatives to standardize elderly care and domestic services, refine standards related to vocational education, smart communities, and community services, and strengthen standardization efforts in the charitable sector. We will accelerate the standardization of integrated production of radio and television and online audiovisual content, intelligent network dissemination, smart terminal reception, and secure and intelligent safeguards, thereby establishing all-media communication standards. We will also raise the standardization level of cultural and tourism products and services, consumer protection, park construction, and scenic area management.
6. Enhance the level of standardized opening-up to the outside world.
(22) Deepen standardization exchange and cooperation. Fulfill the responsibilities and obligations of member states of international standards organizations and actively participate in international standardization activities. Vigorously promote alignment and cooperation with countries jointly building the “Belt and Road” initiative in the field of standards, strengthen standardization dialogues among BRICS nations, APEC, and other regional groupings, and deepen regional standardization cooperation in Northeast Asia, the Asia-Pacific, the Americas, Europe, and Africa. Advance the sharing of standardization information and services, and develop mutually beneficial and win-win partnerships in standardization. In collaboration with members of international standards organizations, promote the development of international standards on climate change, sustainable cities and communities, clean water and sanitation, animal and plant health, green finance, and the digital sphere. Share China’s experience in standardization and actively engage in international standardization efforts related to people’s well-being, gender equality, and quality education, thereby contributing to the achievement of the United Nations Sustainable Development Goals. Support developing countries in enhancing their capacity to leverage standardization for sustainable development.
(23) Strengthen standard support for trade facilitation. Continuously conduct comparative analyses of standards in key areas, actively adopt international standards, and vigorously promote mutual recognition of Chinese and foreign standards, thereby enhancing the alignment between China’s standards and international standards. Launch multilingual versions of Chinese standards and accelerate the compilation of foreign-language versions of Chinese standards for bulk trade commodities and overseas contracting projects. Study and develop standards for service trade, and refine standards related to digital finance and the single window for international trade. Promote the integration of domestic and foreign trade quality standards, inspection and quarantine procedures, and certification and accreditation systems, and advance the principle of “same line, same standard, same quality.” Innovate standardization working mechanisms to support the establishment of a global network of high-standard free trade zones.
(24) Promote coordinated development of domestic and international standardization. Coordinately advance standardization efforts in conjunction with foreign exchanges and cooperation in science and technology, industry, and finance, and facilitate the alignment of policies, rules, and standards. Establish an international standardization working mechanism guided by the government, driven by enterprises, and featuring collaboration among industry, academia, and research institutions. Implement the “Standard Internationalization Leapfrogging Project” and promote compatibility between Chinese standards and the international standards system. Advance institutional openness in standard-setting and ensure that foreign-invested enterprises can participate in standard-setting activities in accordance with the law. Support enterprises, social organizations, research institutions, and other entities to actively engage in various international professional standards organizations. Also, support international professional standards organizations in establishing offices in China.
7. Promote standardization reform and innovation
(25) Optimize the structure of standard supply. Fully unleash the standardization vitality of market entities, optimize the dual structure comprising government-issued standards and market-driven standards, and significantly increase the proportion of standards developed autonomously by the market. Vigorously develop group standards, implement a group standard enhancement program, promote demonstration applications of group standards, fully leverage the role of technologically advanced enterprises, and guide social organizations to formulate original, high-quality standards. Accelerate the establishment of coordinated and unified mandatory national standards to firmly establish the bottom line for safeguarding human health and safety of life and property, as well as ecological and environmental security. Simultaneously advance reforms of recommended national standards, industry standards, and local standards, strengthen the coordination and compatibility of recommended standards, and prevent local protectionism and industry monopolies. Establish and improve mechanisms for the government to recognize and adopt market-developed standards.
(26) Deepen innovation in the standardization operating mechanism. Establish a system for standard-innovative enterprises and a standard-based financing and credit enhancement system, encouraging enterprises to build integrated innovation systems that link technology, patents, and standards. Support leading enterprises in collaborating with research institutions and SMEs to establish standard cooperation mechanisms, and implement a “leading enterprise” system for corporate standards. Set up a nationally coordinated regional standardization working mechanism, incorporating regional development’s standardization needs into the national standard system. Achieve synergistic alignment among regional standardization development plans and technical regulations, thereby supporting the implementation of major national regional strategies. Continuously optimize standard-setting processes, platforms, and tools; improve mechanisms for the participation of relevant stakeholders—including enterprises and consumers—in standard formulation and revision; accelerate standard upgrades and iterations; and enhance the quality level of standards.
(27) Promote the integrated development of standards and the national quality infrastructure. Taking standards as the driving force, we will coordinate and plan the allocation of national quality infrastructure resources, advance the unified construction and management of the national quality infrastructure, and establish a sound institutional framework for the integrated development of the national quality infrastructure. We will strengthen the role of standards in quantizing metrology, intelligentizing inspection and testing, marketizing certification, and globalizing accreditation. Through the comprehensive application of next-generation information technologies such as artificial intelligence, big data, and blockchain, we will enhance quality governance and promote quality improvement. We will also strengthen the provision of end-to-end technical solutions across the entire chain of the national quality infrastructure and leverage standardization to foster deep integration between integrated quality infrastructure services and industrial value chains.
(28) Strengthen the implementation and application of standards. Establish a system for referencing standards in regulations and a system for aligning policy implementation with supporting standards, and actively incorporate standards into the formulation of regulatory and policy documents. Improve mechanisms for applying advanced standards in activities such as certification and accreditation, inspection and testing, government procurement, and bidding, and promote macroeconomic regulation, industrial promotion, industry management, market access, and quality supervision based on standards. Enhance mechanisms for concluding and performing contracts based on standards or standard clauses. Establish a system for standard copyright protection, a deposit system, and a market-based mechanism for trading self-determined standards, and intensify efforts to protect standard copyrights. In accordance with relevant national regulations, carry out pilot and demonstration work on standardization, refine mechanisms for benchmarking and achieving standards, encourage enterprises to enhance their capacity to implement standards, and strive to raise their levels by benchmarking against internationally advanced standards.
(29) Strengthen supervision over the formulation and implementation of standards. Establish a sound traceability, supervision, and correction mechanism covering the entire process—from standard formulation to implementation—by government agencies, thereby achieving closed-loop management of standard development, implementation, and information feedback. Conduct third-party assessments of standard quality and implementation effectiveness, and enhance the review, maintenance, and updating of existing standards. Improve the evaluation mechanism for good practices in group standardization. Strengthen industry self-regulation and social oversight, and leverage the market’s role in promoting the survival of the fittest among group standards. Effectively implement the system of enterprise self-declaration and public disclosure of standards, and incorporate enterprises’ compliance with standards for their products and services into the construction of the social credit system. Establish mechanisms for reporting and filing complaints regarding standard implementation, and encourage the general public to monitor the implementation of standards.
8. Strengthen the foundation for standardized development
(30) Enhance the level of standardized technical support. Strengthen theoretical and applied research on standardization, and establish a standardization science and technology system led by national-level comprehensive standardization research institutions, with industry-specific, regional, and local standardization research institutions serving as the backbone. Leverage the role of leading enterprises in the standardization science and technology system. Improve the system of specialized standardization technical organizations, refine cross-sectoral working mechanisms, and enhance openness and transparency. Establish several national-level quality standards laboratories, national standards verification centers, and national product quality inspection and testing centers. Effectively integrate resources such as standard technologies, testing and certification services, intellectual property rights, and standard reference materials, and promote the construction of national innovation bases for technical standards. Build a National Digital Standards Library and a nationwide standardized public service platform that features unified coordination and clearly defined division of responsibilities. Develop machine-readable standards and open-source standards, and drive the transformation of standardization efforts toward digitalization, networking, and intelligentization.
(31) Vigorously develop the standardization services industry. Improve policy measures to promote the development of high-tech service industries related to standardization, including standards, metrology, certification and accreditation, and inspection and testing. Foster and strengthen market entities in the standardization services sector, encourage regions with favorable conditions to explore establishing industrial clusters for standardization services, and establish sound evaluation mechanisms for standardization services as well as a statistical analysis and reporting system for the standardization services industry. Encourage standardization service providers to tailor their offerings to the practical needs of small, medium, and micro-sized enterprises, integrate upstream and downstream resources, and provide comprehensive standardization solutions. Vigorously develop new tools and models for standardization services, and enhance the professionalism of these services.
(32) Strengthen the development of a standardized talent pool. Integrate standardization into general higher education, vocational education, and continuing education, and launch pilot programs that combine specialized education with standardization training. Establish a multi-level system for cultivating and training practitioners, and carry out specialized training and comprehensive education on national quality infrastructure. Develop and improve mechanisms for evaluating and incentivizing the professional competencies of talent in the field of standardization. Cultivate a professional workforce that is proficient in international rules and highly skilled in technical expertise. Enhance the standardization capabilities of scientific researchers, fully leverage the role of standardization experts in national science and technology decision-making and advisory services, and build a high-end national think tank for standardization. Strengthen the development of standardized management personnel at the grassroots level and provide support for building a team of specialized standardization professionals in western regions.
(33) Foster a social environment conducive to standardization. Fully leverage thematic events such as World Standards Day to promote the role of standardization, popularize standardization concepts, knowledge, and methodologies, enhance public awareness of standardization across society, and encourage standardization to become an important tool for government administration, social governance, and corporate governance. Give full play to the bridging and linking role of standardization-related social organizations, carry out comprehensive and multi-channel standardization publicity, and tell compelling stories about standardization. Vigorously cultivate and develop a culture of standardization.
9. Organization and Implementation
(34) Strengthen organizational leadership. Uphold the Party’s comprehensive leadership over standardization efforts. Further refine the inter-ministerial joint conference system for coordinating and promoting standardization under the State Council, establish a unified, authoritative, and efficient management system and working mechanism, and enhance inter-departmental coordination and vertical linkage. All provinces (autonomous regions and municipalities directly under the central government) shall establish and improve coordination and promotion mechanisms for standardization work, incorporating standardization efforts into government performance evaluations and official achievement assessments. All regions and relevant departments shall effectively align the key tasks outlined in this plan with national economic and social development plans, advancing them in parallel to ensure that all tasks are implemented effectively.
(35) Improve supporting policies. All regions and relevant departments should strengthen policy support in areas such as finance, credit, and talent, and promote synergy among policies related to science and technology, industry, and trade. Carry out commendation and reward activities in accordance with applicable regulations. Leverage the guiding role of fiscal funds and actively encourage social capital to invest in standardization efforts. Improve the standardized statistical survey system, conduct evaluations of standardization development, and incorporate relevant indicators into national economic and social development statistics. Establish an implementation evaluation mechanism for this Outline, using the resulting findings as a key basis for continuously improving standardization work. Promptly report major issues to the Party Central Committee and the State Council for instructions and approval.
