From October 29 to 31, 2018, the China Semiconductor Materials and Components Innovation and Development Conference was held in Beilun. At the opening ceremony held on the 30th, Liang Qun, a member of the Standing Committee of the Municipal Party Committee and Secretary of the District Party Committee, attended and delivered a speech. Shen Endong, a member of the Standing Committee of the District Party Committee, Deputy Director of the Development Zone Management Committee, and Deputy Secretary of the Party Working Committee, also attended the event. On behalf of the Beilun District Committee of the Communist Party of China and the People's Government of Beilun District, Liang Qun extended a warm welcome to the guests who had come to Beilun to attend the China Semiconductor Materials and Components Innovation and Development Conference. He said that over the past 40 years of reform and opening-up, especially during the last 15 years, under the strong leadership of the provincial and municipal party committees, Beilun has consistently adhered to the overarching strategy of the “Eight-Eight Strategy” and demonstrated creativity.

He said that over the past 40 years of reform and opening-up—especially in the last 15 years—under the strong leadership of the provincial and municipal Party committees, Beilun has consistently adhered to the overarching “88 Strategy,” creatively carried out various tasks, and achieved remarkable and widely recognized accomplishments. As we enter a new era, Beilun will comprehensively deepen the implementation of the “88 Strategy” once again and embark on a fresh journey of reform and opening-up. We will earnestly implement the municipal Party committee and government’s strategic plan of “Six Competitions for Breakthroughs and Three-Year Ascent,” and in accordance with the new requirements set forth by the municipal Party committee—that Beilun should “take the lead in deepening reform and opening-up, spearhead innovative transformation and development, pioneer integrated urban-rural development, and lead in improving people’s livelihood”—we will actively launch activities such as being a model in the “Six Competitions for Breakthroughs” and striving to be at the forefront in the “Three-Year Ascent.” We will vigorously advance the special campaign of “Two Rectifications and Two Upgrades,” fully promote the innovation-driven development strategy, proactively plan for the development of emerging high-end industries such as integrated circuits, seize the commanding heights in the new round of industrial competition, strive to create new developmental advantages, build new growth engines, explore new development paths, and open a new chapter of high-quality development for Beilun in the new era.

Liang Qun stated that this conference is not only a grand event for promoting innovation and development across the entire industry, but also a momentous occasion in Beilun’s journey toward advancing its integrated circuit industry. Beilun’s enthusiasm for developing the integrated circuit industry will remain unchanged, its determination will stay firm, and its commitment to providing outstanding services will never waver. He earnestly urges all delegates attending the conference to contribute their wisdom and suggestions for the development of Beilun’s integrated circuit industry, while jointly discussing strategies for growth and fostering project collaborations. This conference has invited nearly 400 senior executives from well-known domestic and international semiconductor companies, prominent experts, and relevant technical personnel to exchange and discuss topics including trends in semiconductor manufacturing materials and component technologies, market demand and supply-chain development trends, pathways for international cooperation and localization integration, and policies for collaborative innovation within the semiconductor manufacturing industry chain—thus jointly promoting the high-quality and efficient development of China’s semiconductor industry. The conference has also arranged one-on-one matchmaking sessions between domestic suppliers of related materials and components and internationally renowned high-end semiconductor manufacturers, aiming to facilitate precise alignment between the domestic supply chain and global chip-making enterprises.

It is understood that developing the semiconductor industry is a key pillar for Beilun District’s transformation from an industrial major district to an industrial powerhouse. Currently, 19 projects—including SMIC chip manufacturing, Nanjing University Optoelectronics, Anji Microelectronics, and Hengshuo Technology—have already been established in Beilun, marking the beginning of a high-quality development path for Beilun’s integrated circuit industry characterized by “steady and rapid progress.”
