Announcement No. 11 of 2019 by the National Development and Reform Commission of the People’s Republic of China, the Ministry of Industry and Information Technology of the People’s Republic of China, the Ministry of Finance of the People’s Republic of China, and the General Administration of Customs of the People’s Republic of China

To implement the "Notice of the State Council on Issuing Several Policies to Further Encourage the Development of the Software Industry and the Integrated Circuit Industry" (Guofa [ 2011 ] 4 No.), implement the current preferential tax policies for imported goods applicable to integrated circuit manufacturing enterprises. Upon verification, we hereby announce that the linewidth is less than... 0.25 Micrometers or investments exceeding 80 100 million yuan, linewidth less than 0.5 The list of integrated circuit manufacturing enterprises with a process technology of 1 micron or less has been released (see attachment for details). Among the enterprises on the list, those that are still in operation will continue to comply with the regulations; those that have already changed their names will continue to comply from the date of their name change. Newly added enterprises will begin compliance from the date of this announcement. Ningbo Shidai Quanxin Technology Co., Ltd., Dekema (Nanjing) Semiconductor Technology Co., Ltd., Dehuai Semiconductor Co., Ltd., GlobalFoundries (Chengdu) Integrated Circuit Manufacturing Co., Ltd., and Huayue Microelectronics Co., Ltd. will no longer be subject to these regulations starting from the date of this announcement.

If the list of enterprises eligible for the import tax preferential policies for integrated circuit manufacturing enterprises previously announced in relevant policy documents differs from the list provided in this notice, this notice shall prevail. Based on the development status of the industry and changes in enterprise circumstances, the list of eligible enterprises will be adjusted and announced in a timely manner.
