The State Council has issued the "Several Policies for Promoting High-Quality Development of the Integrated Circuit Industry and the Software Industry in the New Era."

Xinhua News Agency, Beijing, August 4 — Recently, the State Council issued the "Several Policies for Promoting High-Quality Development of the Integrated Circuit Industry and the Software Industry in the New Era" (hereinafter referred to as the "Several Policies").

The “Several Policies” emphasize that the integrated circuit industry and the software industry are the core of the information industry and serve as key driving forces leading the new round of scientific and technological revolution and industrial transformation. Since the State Council issued the “Several Policies for Encouraging the Development of the Software Industry and the Integrated Circuit Industry” and the “Further Several Policies for Encouraging the Development of the Software Industry and the Integrated Circuit Industry,” China’s integrated circuit industry and software industry have experienced rapid growth, providing strong support for the country’s informatization efforts and promoting the sustained, healthy development of the national economy and society.

The “Several Policies” propose that, in order to further optimize the development environment for the integrated circuit and software industries, deepen international cooperation within these industries, enhance their innovation capabilities, and improve their development quality, policy measures will be formulated and introduced in eight key areas: fiscal and taxation, investment and financing, research and development, import and export, talent, intellectual property rights, market application, and international cooperation. We will further innovate institutional mechanisms, encourage the development of the integrated circuit and software industries, and vigorously foster enterprises in both the integrated circuit and software sectors. We will strengthen the development of specialized programs in integrated circuits and software, accelerate the establishment of first-level disciplines in integrated circuits, and support the integrated development of industry and education. We will strictly enforce the intellectual property protection system and intensify penalties for infringements and illegal activities related to intellectual property rights in integrated circuits and software. We will promote cluster-based industrial development, regulate market order within these industries, and actively engage in international cooperation.

The “Several Policies” clearly state that all integrated circuit enterprises and software enterprises established within China—regardless of their ownership structure—are eligible to enjoy the relevant policies as stipulated. We encourage and promote global cooperation in the integrated circuit and software industries, and actively foster a business environment in China that is market-oriented, rule-of-law-based, and internationally aligned, thereby creating favorable conditions for various market entities investing and starting businesses in China.

The “Several Policies” require all departments and localities to promptly formulate specific supporting policies, accelerate the implementation of these policies, ensure tangible results, and promote high-quality development of China’s integrated circuit industry and software industry.
