Investment of 500 million yuan! The first-phase project for key optoelectronic semiconductor materials—including PI—for flexible OLEDs by Hubei Dinglong has commenced construction.


On May 12, the People's Government of Hubei Province held a centralized groundbreaking ceremony for major projects across the province, emphasizing coordinated efforts to accelerate project construction. At the venue in Qianjiang on that day, 16 projects were simultaneously launched, with a total investment of 5.5452 billion yuan. These projects span multiple sectors, including advanced manufacturing, social and livelihood services, infrastructure, and modern service industries.
The main venue for the groundbreaking ceremony is located in Wangchang Town, Qianjiang City. At around 10 a.m., Wu Zuyun, Secretary of the Qianjiang Municipal Party Committee, announced the commencement of the Hubei Dinglong Optoelectronic Semiconductor Key Materials Construction Project (Phase I).

The attending leaders and guests laid the foundation for the project.

The Hubei Dinglong Optoelectronic Semiconductor Key Materials Construction Project (Phase I), which broke ground on May 12, is a key achievement of Qianjiang’s efforts to align with the semiconductor materials industrial chain and proactively attract the relocation of the semiconductor materials industry. Last November, six projects in the Qianjiang Microelectronics Materials Industrial Park commenced construction simultaneously, with a total investment of 6.13 billion yuan. Now, with the commencement of construction on major projects such as Dinglong, Qianjiang’s information industry and advanced electronic materials sector have taken another significant step forward, and this will undoubtedly help enhance Hubei’s strategic position in the national and global electronics and information industries.

It is reported that the company’s Phase I project for the construction of key optoelectronic semiconductor materials, which has now commenced, focuses primarily on the industrial-scale production and R&D of semiconductor and optoelectronic display materials. After going into operation, the project will produce prepolymers for CMP polishing pads, raw materials for polyimide used in flexible OLEDs, colored polyester toner, charge regulators, and other related products. This will significantly enhance our province’s supporting capabilities for strategic industries such as “optical displays, chips, and terminals,” help stabilize the industrial chain, and promote the development of China’s information industry and advanced electronic materials. For instance, the polyimide raw materials produced for flexible OLEDs—essential materials for curved and foldable screens used in high-end mobile phones—are products whose manufacturing technology has long been monopolized by foreign companies.

Wu Zuyun, Secretary of the Qianjiang Municipal Party Committee, once said, “We must align ourselves with benchmarks, ensure precise matching, identify the right entry points and convergence areas, and fully demonstrate Qianjiang’s strengths to deliver an outstanding performance.” He also stated that Qianjiang is developing new technologies, led by companies such as Yangtze Optical Fibre and Cable, and is striving to become a supporting base for Hubei Province’s “chip” industry. “Qianjiang is emerging as an attractive investment hub in the chip industry and the new materials sector.”

At the construction site, Zhu Shunquan, President of Hubei Dinglong Holding Co., Ltd., said when introducing the project details that Qianjiang is a fertile ground for investment, a paradise for entrepreneurship, and a treasure trove for getting rich. The Phase I project for the construction of key optoelectronic semiconductor materials, which Dinglong is investing in and building here, demonstrates the company’s commitment to future strategic planning and underscores the strategic vision and industrial layout of the Qianjiang Municipal Party Committee and Municipal Government in developing a high-end semiconductor industry chain. With the commencement of construction on the Qianjiang project, Dinglong will gain new development opportunities. Dinglong will fully leverage its advantages in human resources, financial strength, and technology, actively integrate into Qianjiang’s overall development, strive for early completion of the project, and do its utmost to contribute to Qianjiang’s high-quality development.

Currently, Qianjiang is firmly guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the major decisions and deployments of the Central Government and the provincial authorities. Seizing the opportunities presented by industrial development planning, Qianjiang is deeply pursuing its development strategy of “Eastward Expansion and Southern Extension, Integration of Industry and Urban Development, Four-Region Coordination, and Comprehensive Revitalization.” It is accelerating the construction of four major industrial clusters and four new trillion-yuan industrial sectors, and making every effort to build a “New Energy City,” a “Micro-Electronics Chip City,” an “Ecological Green City,” and a “Culture-and-Tourism Red City.” Upon completion of the first-phase project for Dinglong Optoelectronics’ key semiconductor materials facility, on the one hand, it will speed up the realization of a globally leading position, seize the rapidly growing opportunities in the next-generation information technology sector, and accelerate the pace of domestic substitution. On the other hand, it will help Qianjiang further develop its Microelectronics Materials Industrial Park into a new high ground for regional new-materials development, a new benchmark for circular industrial development, and a new platform for attracting leading enterprises—thus contributing “chip-level” strength to the promotion and expansion of the four new industrial clusters.
