Shanghai Xinyang has been recognized as a Key Laboratory of Shanghai Municipality.

On January 2, 2020, to further support technological innovation by private enterprises and optimize the layout of Shanghai’s science and technology innovation bases, the Shanghai Municipal Science and Technology Commission hosted a symposium on Shanghai’s Private Enterprise Science and Technology Innovation Bases. Wu Qing, Member of the Standing Committee of the Shanghai Municipal Party Committee and Vice Mayor, attended the meeting and presented plaques to the various innovation bases. Chen Mingbo, Deputy Secretary-General of the Shanghai Municipal Government, along with senior officials from the Municipal Science and Technology Commission, the Municipal Office for Science and Technology Innovation, the Municipal Development and Reform Commission, the Municipal Commission of Economy and Information Technology, and the Municipal Bureau of Finance, also attended the meeting. Twenty private enterprises engaged in integrated circuits, artificial intelligence, and biopharmaceuticals participated in the symposium. Shanghai Xinyang, an integrated circuit materials company, attended the meeting and was recognized as the “Shanghai Key Laboratory for Critical Process Materials in Integrated Circuits.” Wang Fuxiang, Chairman of the company, attended the meeting and delivered a speech on behalf of the awarded enterprises.
Chairman Wang Fuxiang reported on the company’s basic overview, the key progress made in the company’s photoresist project, as well as the difficulties and challenges encountered. He then put forward five suggestions and expressed his hopes. In conclusion, the Chairman pointed out: “Being awarded the title of ‘Shanghai Municipal Key Laboratory for Critical Process Materials in Integrated Circuits’ is an unparalleled honor for our company, and it also underscores our profound sense of responsibility. We will spare no effort to fulfill all the construction tasks assigned to the ‘Key Laboratory,’ fully leverage its role, and continue to achieve outstanding results on the journey of technological innovation for private enterprises.”
Vice Mayor Wu Qing congratulated the relevant enterprises on being recognized as “Key Laboratories” and highly praised their outstanding work. He pointed out that the Shanghai municipal government attaches great importance to the development of the private economy and remains firmly committed to guiding its growth. The enterprises present here have been carefully selected through comprehensive consideration—they are the hidden champions and runners-up in their respective niche sectors, and they represent the cream of Shanghai’s more than 10,000 private technology enterprises. We hope that in the future, you will not only become China’s hidden champions but also global world champions, seizing the power of discourse and becoming the architects of international standards. We encourage you to actively integrate into Shanghai’s innovation ecosystem, fostering collaborative development. All our commissions and bureaus are committed to serving you with excellence, striving to provide even better support and services. We hope that in the future, you will continue to strengthen, optimize, and sustain your enterprises—not only generating solid economic benefits but also delivering positive industry-wide and social impacts, thus making an even greater contribution to the construction of Shanghai as a science and technology innovation hub.
Previously, private enterprises had virtually no involvement in the construction of municipal-level key laboratories. This marks the first time that a municipal key laboratory has been awarded to a private enterprise in Shanghai. Also named as supporting institutions for the construction of Shanghai’s key laboratories during the same period are nine companies: Zhongwei, Shengmei, Shanghai Superconductor, Liulishuo, Yitu, Lügu, United Imaging, MicroPort, and Fosun. Additionally, ten other companies—including Hualing—were simultaneously recognized as “Shanghai Technology Innovation Centers.”
It is reported that prior to this accreditation, the city had only 126 municipal-level key laboratories, and among them, only Shanghai Xinyang held the designation of “Shanghai Key Laboratory for Critical Process Materials in Integrated Circuits.” Xinyang will actively respond to the call made by Vice Mayor Wu Qing and strive to build the company into an “invisible champion” in the field of critical process materials for integrated circuits—both in China and globally—thus contributing to the development of China’s integrated circuit industry.
