To further clarify the organizational management and work processes for major national science and technology projects and to promote their effective implementation, in accordance with the “Notice of the General Office of the State Council on Issuing the Rules for the Organization and Implementation of National Major Science and Technology Projects” (Guobanfa [2016]...). (No. 105) and in accordance with the relevant requirements of the reform of national science and technology program management, the Ministry of Science and Technology, the National Development and Reform Commission, and the Ministry of Finance have jointly studied and formulated the “Regulations on the Management of National Major Science and Technology Special Projects (Civilian Sector).” These regulations are now being circulated to you; please comply with them accordingly.
