Notice from the General Office of the Ministry of Industry and Information Technology on Launching Key Service Activities in 2020 to Support the Resumption of Work and Production through the Public Service System for Small and Medium-sized Enterprises

To the departments in charge of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the central government, cities under separate planning, and the Xinjiang Production and Construction Corps, as well as to relevant organizations:
To thoroughly implement the Party Central Committee and the State Council’s decisions and arrangements on coordinating the prevention and control of COVID-19 with economic and social development, and to promote the healthy development of small and medium-sized enterprises (SMEs), we hereby issue the following notice on launching key service activities to support SMEs in resuming work and production through the SME public service system:
I. General Requirements
We will comprehensively strengthen the construction of the public service system for small and medium-sized enterprises (SMEs), focusing closely on key service initiatives aimed at helping SMEs resume work and production and achieve high-quality development. We will address bottlenecks, eliminate pain points, unclog chokepoints, and fill in blind spots, thereby providing practical support and guarantees for SMEs to restore their production and operations and ensure their sustainable development.
II. Key Service Activities
(1) Policy Promotion and Guidance Services. Through establishing online policy service sections and issuing policy guidelines, we will widely publicize the series of business-benefiting policies introduced by the national and local governments. We will focus on explaining and interpreting policies that directly affect the rights and interests of small and medium-sized enterprises, including fiscal and tax support, financial support, social security exemptions, and labor and employment measures. We will also compile and release application channels and procedures to help enterprises fully leverage these policies and ensure smooth implementation at the “last mile.”
(2) Digital empowerment services. Promote the implementation of the “Special Action for Digital Empowerment of Small and Medium-sized Enterprises.” Focus on areas such as online office work and remote collaboration, and guide digital service providers to offer solutions, toolkits, and industrial apps. Wait for digital service products. Strengthen intelligent manufacturing services to help enterprises accelerate their digital transformation and support small and medium-sized enterprises in migrating their equipment to the cloud and their business systems to the cloud. Organize events such as the “Innovation China Tour” to promote digital applications.
(3) Entrepreneurial and Innovation Services. Provide entrepreneurial services such as the commercialization of R&D results, organize activities like technology challenge announcements and diagnostic consultations, and optimize the entrepreneurial and innovation ecosystem. Host events such as matchmaking sessions for large, medium, and small enterprises, as well as “Integrated Innovation” themed days at demonstration bases for mass entrepreneurship and innovation, and promote the “leading enterprise +” model. “Incubation” and other integrated development models. Organize enterprises to participate in the “Maker China” SME Innovation and Entrepreneurship Competition and the National “Mass Entrepreneurship and Innovation” Week, thereby promoting project implementation and facilitating investment and financing matchmaking. Establish a platform for supply-demand matching within industrial chains, provide services for connecting supply and demand of production factors, and help strengthen, supplement, and stabilize industrial chains.
(4) Services for Cultivating “Specialized, Fine, and New” Enterprises. Establish and refine a database for nurturing small and medium-sized enterprises that are “specialized, fine, and new.” Provide these enterprises with specialized services—including technological innovation support, intellectual property management and rights protection, and brand promotion—so as to help them grow into “Little Giant” enterprises that are specialized, refined, and innovative, as well as manufacturing single-champion enterprises. Launch initiatives such as the “Specialized, Fine, and New—Teng Plan” to assist enterprises in leveraging e-commerce for upgrading and transformation.
(5) Financing Services. Promote the implementation of financial policies that benefit enterprises, identify and assess the financing needs of SMEs, strengthen cooperation and communication with financial institutions, and encourage these institutions to provide SMEs with credit loans as well as financing services such as factoring of accounts receivable, order financing, warehouse receipt financing, and inventory-backed loans. Leverage the role of government-backed guarantee and re-guarantee institutions in enhancing creditworthiness and sharing risks, thereby helping SMEs resume production and operations. Carry out initiatives to nurture high-quality SMEs for IPOs, facilitate connections between investment and financing services, and increase the proportion of direct financing among SMEs.
(6) Market Development Services. Establish an online platform for connecting producers and sellers, and organize enterprises to carry out flexible and diverse marketing and investment promotion activities such as online negotiations and online contract signing. Provide guidance to enterprises in setting up online live-streaming rooms, virtual meeting halls, and new-media marketing platforms, thereby building bridges between enterprises and e-commerce platforms and helping enterprises rapidly expand their sales channels. Support enterprises in leveraging tendering and procurement platforms as well as self-procurement platforms for small and medium-sized enterprises to achieve networked tendering and procurement.
(7) Other specialized services. Organize online talent recruitment events for small and medium-sized enterprises to help fill the labor shortages caused by the resumption of production and work. Conduct online training activities such as “Enterprise Micro-Courses,” inviting renowned experts and entrepreneurs to deliver lectures online, thereby enhancing the management and operational capabilities of SMEs. Strengthen public-interest legal aid and legal advisory services to assist enterprises in resolving legal issues arising from the pandemic, including contract performance and labor-management relations. Launch volunteer service initiatives and establish expert volunteer teams to fully mobilize social resources and provide support to SMEs.
III. Guarantee Measures
(1) Strengthen organizational leadership. The departments in charge of small and medium-sized enterprises (SMEs) at all localities should enhance their organizational leadership over the construction of the service system, increase financial support, formulate specific implementation plans tailored to local conditions, refine work measures, carry out distinctive service activities suited to local circumstances, and provide comprehensive support for SMEs to resume production and operations.
(2) Enhance service capabilities. Strengthen the driving role of networks of public service platforms for SMEs, demonstration platforms for public services for SMEs, demonstration bases for entrepreneurship and innovation among small and micro enterprises, and specialized platforms for innovation and entrepreneurship. Encourage service institutions to enhance their capacity-building efforts, promote resource sharing and service collaboration, refine evaluation mechanisms, and improve service quality. Leverage the role of the National Alliance for SME Services, and through activities such as capability competitions, drive improvements in the effectiveness of service delivery.
(3) Innovate service delivery methods. Fully leverage big data, cloud computing, and artificial intelligence, 5 G Leveraging next-generation information technologies, we are innovating service approaches and expanding service channels, and launching targeted special service products such as resumption-of-work and production service packages and rent reduction/deferral优惠 packages. Through “Internet+”... Through services and other forms, we precisely meet the needs of small and medium-sized enterprises.
(4) Timely summarize and publicize best practices. Competent authorities for small and medium-sized enterprises in various regions should focus on identifying, summarizing, and documenting successful experiences and typical cases, strengthen the sharing and learning from these examples, and promote them widely. They should also promptly send relevant information to cxfwc@miit.gov.cn. Please complete the statistical form on the implementation of key service activities (see attachment), prepare a summary report on the key service activities, and submit it to the Ministry (Small and Medium-sized Enterprises Bureau) before the end of the year.
