The Ministry of Industry and Information Technology has issued the "Guiding Opinions on Orderly Promoting the Resumption of Work and Production of Enterprises in the Industrial and Telecommunications Sectors."

Departments of Industry and Information Technology of all provinces, autonomous regions, municipalities directly under the central government, cities under separate planning, and the Xinjiang Production and Construction Corps:
To thoroughly implement the important instructions of General Secretary Xi Jinping on coordinating COVID-19 prevention and control with economic and social development, and to carry out the requirements of the Notice issued by the Joint Prevention and Control Mechanism of the State Council—“On Effectively Strengthening Scientific Epidemic Prevention and Control and Orderly Resuming Work and Production in Enterprises”—while ensuring that epidemic prevention and control measures are fully in place, we hereby put forward the following recommendations to promote the resumption of work and production in enterprises located in regions not designated as key areas for epidemic prevention and control, and to strive to achieve this year’s development goals and tasks for the industrial and telecommunications sectors.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we must strengthen the “four consciousnesses,” firmly uphold the “four self-confidences,” and ensure the “two safeguards.” We should earnestly implement and refine all decisions and deployments made by the Party Central Committee and the State Council, and coordinate efforts to control the epidemic and promote economic and social development. We must adhere to prioritizing key areas while taking a comprehensive, coordinated approach; provide categorized guidance and adopt region-specific strategies; enhance coordination across industrial chains; fully leverage next-generation information technologies; and provide comprehensive support for scientifically controlling the epidemic and helping enterprises resume work and production. We must resolutely reject formalism and bureaucratic practices in epidemic prevention and control as well as in the resumption of enterprise operations. We should proactively assume responsibilities, take positive actions, go deep into the grassroots level, serve enterprises, and ensure that all measures are rigorously implemented, thoroughly carried out, and meticulously refined. We must address practical difficulties at the grassroots level and genuinely assist enterprises in resuming work and production.
II. Fully ensure the supply of medical protective materials.
We must regard ensuring the supply of epidemic prevention and control materials as the top priority of our current work. We should focus on organizing the production and timely supply of urgently needed medical equipment—such as ventilators and cardiac monitors—and therapeutic drugs for medical treatment. We must comprehensively enhance our capacity to produce and secure supplies of protective gear, including medical protective suits and masks. We need to coordinate and synchronize the resumption of production across the entire medical supplies industry chain, increase the flexibility of enterprise production, scientifically plan production capacities, ensure product quality, and strengthen the coordination mechanism for material supply. This will provide robust and reliable material support for winning the battle to defend Hubei and Wuhan, as well as for achieving a comprehensive victory in nationwide epidemic prevention and control efforts.
3. Effectively assist enterprises in carrying out epidemic prevention and control work.
Guide enterprises in implementing the “Guidelines for Epidemic Prevention and Control Measures for Resumption of Work and Production in Enterprises and Public Institutions,” and urge them to earnestly put these measures into practice. Ensure that preventive measures such as ventilation, disinfection, and temperature checks are carried out effectively; establish essential sanitary facilities; strengthen health monitoring of employees; enhance daily epidemic prevention and control management; and prevent the occurrence of cluster outbreaks. Leverage new-generation information technologies such as big data and artificial intelligence to closely track and monitor enterprises resuming work and production, and implement a zero-report system for epidemic prevention and control. We must eliminate formalistic practices such as “filling out forms to fight the epidemic” and “showing off to leave traces,” and genuinely address the practical problems faced by enterprises.
4. Increase support for small and medium-sized enterprises.
In accordance with the “Notice of the Ministry of Industry and Information Technology on Supporting Small and Medium-sized Enterprises in Resuming Production and Overcoming Difficulties in Response to the Novel Coronavirus Pneumonia Epidemic” (MIIT [2020] No. 14), enterprises are guided to make full use of existing preferential policies in taxation, finance, social security, and other areas. We will continue to study and introduce phased, targeted tax and fee reduction policies to help small, medium, and micro-sized enterprises weather the current difficulties. Central enterprises and large state-owned enterprises—leading companies—are encouraged to set an example by assisting SMEs in obtaining accounts-receivable financing, thereby boosting the resumption of production and operations among SMEs upstream and downstream in the industrial chain and fostering coordinated efforts in epidemic prevention and control as well as economic recovery. In response to the acute issue of insufficient cash flow faced by SMEs, we will implement financial support policies to help these enterprises alleviate their financing challenges. We will also continue to intensify efforts to clear outstanding payments owed to private and SME enterprises, thereby easing their financial pressures.
5. Speed up the resumption of production and operations at enterprises producing essential livelihood goods.
Accelerate the resumption of work and production at agricultural enterprises involved in fertilizers, agricultural films, complete agricultural machinery equipment, and their components, and ensure the timely supply of materials needed for spring plowing and preparation, so as to avoid delays in agricultural production. Promote the resumption of work and production at enterprises producing essential daily necessities such as food and daily-use products, thereby guaranteeing a stable supply of consumer goods. Fully leverage e-commerce and information service platforms to facilitate online matching of supply and demand across the industrial chain, and encourage the provision of online maintenance services for agricultural machinery and other equipment.
6. Promote the resumption of work and production in key industries and enterprises.
Prioritize support for industries with long supply chains and strong driving effects, such as automobiles, electronics, shipbuilding, aerospace, power equipment, and machine tools. Continue to support industries like smart photovoltaics and lithium-ion batteries, as well as single-champion enterprises in manufacturing, to consolidate competitive advantages within the industrial chain. Place particular emphasis on supporting 5G. Strategic emerging industries such as the industrial internet, integrated circuits, industrial robots, additive manufacturing, smart manufacturing, next-generation displays, new-energy vehicles, and energy conservation and environmental protection. Vigorously enhance the supporting capabilities of related industries, including food packaging materials, automotive parts, core components, and key electronic materials.
7. Promote the commencement and resumption of work on major projects.
Actively expand domestic effective demand, leverage the demonstration and driving effects of major projects and key infrastructure construction, accelerate the progress of ongoing and newly started projects, and boost the resumption of work and production as well as the return to employment of personnel in enterprises involved in construction machinery, raw materials, and related industries. In light of local conditions, launch a batch of large-scale, highly impactful major projects and key infrastructure initiatives focusing on priority areas such as people’s livelihoods and employment, industrial foundational capabilities, and strategic high grounds for future industrial competitiveness. Coordinate efforts to resolve challenges encountered by major foreign-invested projects in resuming work and production, and promote the successful implementation of these significant foreign-invested projects.
8. Vigorously promote the upgrading and expansion of market consumption.
Support new business models and formats, enriching application scenarios such as 5G+, ultra-high-definition video, and augmented/virtual reality. Promote the development of telemedicine, online education, digital science communication, remote office work, collaborative operations, service robots, and other emerging fields, thereby boosting consumption of smart terminals. Actively stabilize traditional large-scale consumer sectors such as automobiles; encourage regions with vehicle purchase restrictions to appropriately increase the allocation of license plate quotas, thereby stimulating consumption of automobiles and related products. Increase investment in the greater health industry—including biopharmaceuticals, smart health management devices, high-end medical equipment, medical robots, and intelligent monitoring and testing systems for public health—to meet the health needs of the people.
9. Unblock bottlenecks in pedestrian and logistics flows.
Implement a tiered, precise prevention and control strategy tailored to different regions, ensuring the orderly flow of personnel and smooth logistics, and promoting coordinated resumption of work and production across all links of the industrial chain. Guide enterprises to make full use of policies aimed at supporting businesses and stabilizing employment, leverage the advantages of information technology, actively engage in targeted matching efforts, and coordinate to open up channels for employees to return to work, thereby boosting employee return rates. Proactively liaise with relevant authorities to include production materials, components, and products of key industries and enterprises into green logistics channels, guaranteeing unimpeded transportation. Establish cross-regional platforms for matching personnel and supplies, providing targeted services, and comprehensively addressing issues such as the return of employees to workplaces and the transportation of production materials within industrial parks and industrial clusters, thus fostering collaborative recovery of production among enterprises.
10. Strengthen categorized guidance.
For low-risk areas, we must implement relevant prevention and control measures effectively, streamline procedures, enhance services, guide enterprises in resuming work and production, and fully restore normal production and living order. For medium-risk areas, while continuing to prioritize epidemic prevention and control, we should make reasonable arrangements for enterprises to resume work and production, and promptly and orderly restore normal production and living order. For high-risk areas, we must continue to focus our efforts on epidemic prevention and control, and gradually restore production and living order based on the evolving epidemic situation. We should dispatch outstanding cadres to the front lines, provide targeted support to key enterprises, and guide them in resuming work and production.
