On November 20, the research project on the development strategy for the integrated circuit industry in Zhongguancun, undertaken by the Materials Alliance, successfully passed its mid-term review. After listening to a briefing on the project’s background, research progress, mid-term achievements, and plans for the next phase of work, the expert review panel unanimously endorsed the project’s mid-term results. The experts attending the review meeting included Zheng Minzheng, Qian Peixin, Zhang Xisheng, and He Rongfeng. The meeting was chaired by Xu Jian, Deputy Director of the Industry Division of the Zhongguancun Administrative Committee. Shi Ying, Secretary-General of the Materials Alliance, and members of the project team also attended the review meeting.

Zhongguancun is one of China’s leading regions in the integrated circuit industry, and an initial industrial cluster has already taken shape. To seize the significant opportunities presented by the strong support from both the national government and the Beijing municipal authorities for the development of the integrated circuit industry, Zhongguancun has introduced the “Several Measures to Promote the Development of the Integrated Circuit Design Industry in the Zhongguancun National Independent Innovation Demonstration Zone” and the “Several Financial Measures to Support the Development of Zhongguancun’s Integrated Circuit Industry.” Entrusted by the Zhongguancun Administrative Committee, the Materials Alliance is conducting a study on “The Promotion Plan and Policy Framework for Zhongguancun’s Integrated Circuit Industry.” By leveraging the alliance’s advantages in industry information, as well as its network of enterprises and expert resources, the study aims to fully capitalize on the policy benefits offered by the national independent innovation demonstration zone—such as its pioneering role and the integrated development of the Beijing-Tianjin-Hebei region—to develop practical and feasible implementation guidelines, innovate financial support models, further refine the policy environment for the integrated circuit industry, and provide decision-making support for promoting the growth of Zhongguancun’s integrated circuit industry.

The research team conducted a comprehensive study covering the integrated circuit and application markets, the structure and global distribution of the integrated circuit industry, the development environment for the integrated circuit industry, and the current status of the integrated circuit industry in Zhongguancun. Based on a thorough analysis of Zhongguancun’s geographical advantages, Beijing’s functional positioning, and Zhongguancun’s strengths and weaknesses, the team has proposed an overall strategic framework and policy recommendations tailored to the development of the integrated circuit industry in Zhongguancun. In the next step, the research team will further refine and improve its recommendations and policy implementation plans in response to feedback from mid-term review experts. The project is expected to be completed by the end of this year.
