The Materials Alliance is participating in the launch of the National Demonstration Alliance for the Integrated Development of Industry, Academia, and Research in Microelectronics.

On November 27-28, 2015, the Promotion Meeting for the Construction of Model Microelectronics Colleges was successfully held at the Yanqi Lake Campus of the University of Chinese Academy of Sciences. The meeting discussed the "Opinions on Strengthening Integrated Circuit Talent Cultivation and Enhancing Industrial Development Capabilities," as well as the Implementation Plan for the Construction of Model Microelectronics Colleges (hereinafter referred to as the "Plan"). Additionally, the inaugural General Assembly of the National Alliance for Industry-Academia-Research Integration in Model Microelectronics Colleges (hereinafter referred to as the "Alliance") was held, during which the first batch of governing units, members of the Board of Directors, and the Alliance’s articles of association were adopted. 　　The integrated circuit industry is the cornerstone of the information technology sector—a strategic, fundamental, and pioneering industry that underpins economic and social development and safeguards national security. In recent years, although China’s integrated circuit industry has achieved remarkable progress, it still faces significant shortcomings when compared to world-class standards, including weak independent innovation capabilities and an insufficient pool of talent at all levels. Therefore, the alliance was established with the joint participation of exemplary microelectronics institutes, leading integrated circuit enterprises, and industry associations, aiming to promptly meet the urgent demand for high-quality talent in the development of the nation’s integrated circuit industry.

　　The “Plan” points out that the Demonstration Microelectronics College should closely align with the demands of the industrial chain and intensify efforts to cultivate engineering-oriented talents in areas such as integrated circuit design, manufacturing, packaging and testing, as well as related equipment and materials. At the same time, the college should also improve its internal organizational management system, clearly defining the roles and responsibilities of the faculty leadership team, teaching staff, and instructional organizations. A new personnel management mechanism should be established to encourage teachers to focus on teaching and proactively engage in industry-academia cooperation. A certain proportion of enterprise experts should be hired to teach or serve as mentors, and high-level overseas experts should be recruited. This will help build a faculty composed of full-time teachers, enterprise experts, and part-time instructors, thereby promoting the internationalization of the Demonstration Microelectronics College. The “Plan” further notes that the alliance will conduct regular inspections of the construction work and talent-development efforts of the Demonstration Microelectronics College and implement a rolling elimination process.

　　Going forward, the alliance will fully leverage the distinctive strengths and advantages of its member units in areas such as talent development, industry-academia-research collaboration, and collaborative education, innovate talent-development mechanisms, and enhance the quality of talent cultivation, thereby promoting the sustainable development of China’s integrated circuit industry.
