Local Supporting Management Measures for Major National Science and Technology Projects in Beijing Municipality

  Chapter 1 General Provisions

  Article 1: In order to encourage local entities in this city to undertake major national science and technology projects, ensure the smooth implementation of these major national science and technology programs, and promote the transformation and industrialization of significant scientific and technological achievements within this city, these Measures are formulated in accordance with relevant national regulations and the “Beijing Medium- and Long-Term Science and Technology Development Plan Outline (2008–2020).”

  Article 2: The “National Major Science and Technology Projects” (hereinafter referred to as “Major Projects”) referred to in these Measures shall mean the 11 major science and technology projects for civilian sectors that were approved by the State Council and were to be implemented nationally from 2006 to 2020.

  Article 3: The municipal government shall establish supplementary funds for major national science and technology projects (hereinafter referred to as “Major Project Supplementary Funds”) to support entities in Beijing that have independent legal status in carrying out, during the implementation of these major projects, research on common technologies, research and development of critical and key technologies, and preliminary industrialization work aimed at bringing major technological equipment and innovative products to market.

  Article 4: The allocation and management of special funds for major projects shall follow the principles of "integrated resource utilization, emphasis on key priorities, focus on performance, and categorized allocation."

  Chapter 2: Organizational Management System

  Article 5: Under the Beijing Municipal Joint Conference on Funding for Major Scientific and Technological Achievements Transformation and Industrial Projects (hereinafter referred to as the “Joint Conference”), there shall be established a Review Working Group for National Major Science and Technology Special Projects (hereinafter referred to as the “Review Working Group”). The Review Working Group shall consist of members from the Municipal Science and Technology Commission, the Municipal Finance Bureau, and the Municipal Development and Reform Commission, with its office located at the Municipal Science and Technology Commission.

  Other departments involved in the implementation of the national major special projects shall serve as attending units of the joint conference.

  Article 6: The supporting work for major special projects shall be managed separately by the Joint Conference, the Review Working Group, and the leading departments of each special project, each according to its respective responsibilities.

  The joint meeting coordinates the implementation of major special projects and the matching of funding, approves project funding-matching plans and government equity investment plans, reviews and approves adjustments to funding-matching plans for major projects, and determines the departments and amounts of funding contributions.

  The review working group is responsible for comprehensively balancing the supporting work of various special initiatives, compiling information on the application, approval, and commitment status of each special project and research topic, summarizing the funding support plans and equity investment proposals submitted by the leading departments of each special initiative, and submitting these materials to the joint meeting for deliberation.

  The leading departments for each specific program are responsible for collecting information on applications submitted by Beijing-based institutions for major national science and technology programs, as well as the status of their approval. They shall propose preliminary plans for matching project funding and equity investment schemes, organize and implement these matching funding and equity investment plans, establish supporting management mechanisms tailored to the characteristics of the major programs, propose timing and specific plans for the government’s exit from equity investments, and put forward recommendations for adjusting the accompanying project funding.

  Article 7: The Municipal Finance Bureau is responsible for setting forth requirements for the management and use of matching funds for major special projects; organizing the review and approval of the overall budget and annual budgets for matching funds for major special projects; conducting related work such as the review, supervision, and inspection of matching funds for major special projects; providing guidance and oversight over budget execution; reviewing and approving significant budget adjustments made during the implementation of these special projects; and approving the final accounts for matching funds for major special projects.

  Chapter 3: Principles for Funding Support

  Article 8: The supporting funds for major special projects shall be allocated annually from the joint conference member units’ and relevant leading departments’ budgets, as well as from newly generated financial resources of the municipal finance, and shall be incorporated into the scope of funding for major scientific and technological achievement transformation and industrial projects in this city.

  Article 9: The supporting funds for major special projects, in line with implementation requirements and project characteristics, will focus on supporting projects that commit to implementing and commercializing their research findings in Beijing. These funds will be provided through direct subsidies and equity investments, among other methods.

  Projects supported through equity investment shall be governed by the "Provisional Measures for Equity Investment in the Commercialization and Industrialization of Major Scientific and Technological Achievements in the Zhongguancun National Independent Innovation Demonstration Zone."

  Article 10: Implement categorized supporting measures.

  The special local matching funds for the “Ultra-Large-Scale Integrated Circuit Manufacturing Equipment and Complete Process Technology” initiative, which are explicitly to be borne by the Beijing Municipal Government, will be secured through newly added fiscal resources and the leading department of this initiative, and will be matched in accordance with national requirements.

  For other special projects and research topics under civilian programs, based on the intention to implement results and promote industrialization, matching funds will be provided at a rate of 15% to 20% of the actual central funding received by the Beijing-based institutions.

  In special circumstances, the leading department responsible for the specific initiative shall propose a preliminary supporting plan, which will be submitted to the review working group for compilation and then presented to the joint meeting for approval before being implemented as part of the overall package.

  Chapter 4: Supporting Project Management

  Article 11: For projects for which the relevant departments have already issued letters of commitment for local funding matching and recommendation opinions, the leading departments for each specific program shall promptly submit these letters and recommendation opinions to the Review Working Group. After the Review Working Group compiles the submissions, they will be forwarded to the Joint Meeting for deliberation.

  For projects and research topics that submit new applications accompanied by letters of commitment for local matching funds, the specialized leading department will, based on its own budgetary situation as well as the content and intended outcomes of the project, preliminarily draft matching-funding recommendations and submit them to the review working group for consideration at the joint meeting. Once approved, the Municipal Science and Technology Commission will issue a unified letter of commitment for funding matching. For projects and research topics that, at the initial stage of application, require the submission of local matching-funding recommendations, the specialized competent authority will provide recommendation opinions.

  Article 12: Each specialized leading department is responsible for the management of supporting projects and for promoting the timely implementation of these projects in Beijing as well as the commercialization of their research outcomes.

  Article 13: Project and subject implementing units shall promptly report to the leading department for the specific program information on key aspects such as project and subject applications, approval, authorization, implementation, and acceptance. Each leading department for a specific program is responsible for liaising with the corresponding central government departments or the organizing bodies of major special programs to obtain information on the establishment of phase-specific subjects, implementation plans, and implementation progress. They shall regularly collect data on project and subject approvals, authorizations, and progress, submit this information to the review working group, which will then compile and report it to the joint conference.

  Chapter 5: Funding Support and Review Management

  Article 14: Within ten working days after receiving approval for project or research topic initiation, the undertaking unit shall file a record with the leading department responsible for the special program.

  Article 15: The supporting funds for major special projects shall be determined once based on the implementation progress of projects and sub-projects, as well as the approved support approach, and disbursed in installments.

  The specialized leading department shall, based on the project and research task contracts as well as the status of central funding allocation, submit recommendations for the disbursement of matching funds.

  Article 16: The specialized leading department shall strengthen the tracking and inspection of projects and research topics. In cases where changes, suspension, or cancellation of projects or research topics occur, the corresponding matching funds shall be promptly adjusted or canceled. If it is discovered that the project or research topic entity has engaged in fraudulent or non-compliant practices in the use and management of matching funds, the disbursement of matching funds shall be promptly terminated, and any disbursed funds already paid shall be recovered. For cases involving serious violations, the legal responsibilities of the project or research topic entity shall be pursued.

  Chapter VI Supplementary Provisions

  Article 17: This Regulation shall be interpreted by the Joint Conference.

  Article 18: These Measures shall take effect as of June 3, 2010.
