Administrative Measures for the Special Funds of the Industry and Technology Alliance in the Zhongguancun National Independent Innovation Demonstration Zone

Chapter 1 General Provisions
Article 1: In accordance with the spirit of documents including the “Guiding Opinions on Promoting the Establishment of Strategic Alliances for Industrial Technological Innovation” (Guo Ke Fa Zheng [2008] No. 770), the “Opinions on Accelerating the Development of Strategic Alliances for Industrial Technological Innovation” (Jing Ke Fa [2011] No. 303), the “Administrative Measures for Special Funds for the Development of the Zhongguancun National Independent Innovation Demonstration Zone” (Jing Cai Wen [2011] No. 2858), and the “Administrative Measures for the Use of Special Funds for the Development of the Zhongguancun National Independent Innovation Demonstration Zone (Municipal-Level Coordinated Portion)” (Zhong Ke Yuan Fa [2011] No. 26), and in order to further promote the development of industrial technology alliances within the Zhongguancun National Independent Innovation Demonstration Zone (hereinafter referred to as the Zhongguancun Demonstration Zone), integrate innovation resources, deepen industry-academia-research-application cooperation, advance the construction of an innovation system, enhance the competitiveness of key industries under development within the Demonstration Zone, and foster the formation of new industrial technology alliances and original industries, the Zhongguancun Science Park Management Committee (hereinafter referred to as the Zhongguancun Management Committee) hereby establishes a special fund for industrial technology alliances. To standardize the management of this fund, these Measures are specially formulated.
Article 2: The special funds for the Industry Technology Alliance shall be allocated from the special funds for the development of the Zhongguancun National Independent Innovation Demonstration Zone and shall be arranged according to the annual budget.
Chapter 2: Scope of Support
Article 3: The industrial technology alliances supported by these Measures (hereinafter referred to as “Alliances”) are innovative collaborative organizations whose members primarily consist of high-tech enterprises from the Zhongguancun National Independent Innovation Demonstration Zone, with participation from government, industry, academia, research institutions, and end-users. These Alliances aim to enhance enterprise innovation capabilities and industrial competitiveness, are underpinned by contractual relationships, and have established clear mechanisms for resource integration, cooperative operations, and benefit-sharing.
Article 4: The special funds for the industry technology alliances in the Zhongguancun Demonstration Zone are primarily intended to support alliance members in carrying out industry-academia-research-application cooperation, fostering collaborative innovation across the industrial chain, providing systematic solutions tailored to major needs, building public technology platforms and industry service platforms, promoting exchanges and cooperation, and enhancing the industry’s influence and cohesion. These funds also support enterprises in the Zhongguancun Demonstration Zone in tackling key scientific and technological challenges in response to major needs, establishing new industry technology alliances, and guiding industry alliances to achieve a rational spatial layout.
Article 5: All alliances applying for financial support shall meet the following conditions:
(1) An alliance that aligns with the strategic emerging industry development directions prioritized and fostered by the Zhongguancun Demonstration Zone, demonstrating outstanding capabilities in resource integration, a well-established operational management mechanism, a high concentration of leading enterprises, and significant influence within the industry.
(2) The chairperson unit or the secretary-general unit must be a legal entity registered in the Zhongguancun Demonstration Zone, or at least 50% of the core member units of the alliance must be registered in Zhongguancun.
Article 6: The entities applying for financial support shall be member enterprises of industrial technology alliances, other innovative entities, or industry organizations registered within the Zhongguancun Demonstration Zone and meeting the requirements set forth in Article 5 of these Measures.
Chapter 3: Support Conditions and Amounts
Article 7: Support alliance member enterprises in participating in major national science and technology programs. Focusing on significant scientific and technological needs related to national strategies, social governance, and improving people’s livelihoods, these enterprises shall develop cutting-edge technologies or critical core technologies, and carry out integrated innovation and application demonstrations.
(1) For national science and technology infrastructure projects undertaken in the previous year by enterprises that are members of the alliance and located in Beijing, matching funding support will be provided at 20% of the nationally approved funding amount, with a maximum of 3 million yuan per enterprise per project.
(2) For special industrialization projects in key areas undertaken by enterprises that are members of the alliance and led by them in the previous year, matching funds will be provided at 20% of the national support amount, with a maximum of 3 million yuan per enterprise per project.
The projects referred to in this article do not include the major national science and technology special projects identified in the “National Medium- and Long-Term Science and Technology Development Plan Outline (2006-2020).”
Article 8: Support industry alliances in establishing and improving common technology service platforms that are open and shared among alliance members, providing services such as R&D, testing, validation, and training.
(1) For new system software and equipment—such as R&D, testing, and validation tools—that the Alliance develops through integrated resources and independent innovation in areas where existing science and technology support platforms have gaps, based on the common technological needs of its members, a financial subsidy of up to 1 million yuan will be provided.
(2) For facilities such as National Engineering Research Centers, National Engineering Technology Research Centers, and National Key Laboratories that are initiated and established under the leadership of the Alliance or its member units, once the applications have been accepted by the relevant national authorities, a preparatory funding support of 2 million yuan will be provided.
Article 9: Support industry alliances in taking the lead to align with major scientific and technological needs in areas such as urban construction, operation and management, people’s livelihoods, new rural development, and major events. Organize innovative resources across all links of the industrial chain, carry out top-level design for major projects, and implement demonstration applications at the industry or regional level.
For projects led by enterprises from Zhongguancun and jointly implemented with the participation of two or more upstream and downstream entities in the industrial chain, provided that a cooperation agreement has already been signed with the user entity, financial support will be provided at a rate not exceeding 20% of the project contract amount. The maximum subsidy for a single project shall not exceed 5 million yuan.
Article 10: Enterprises will be supported in conducting joint scientific and technological research with universities and research institutes, focusing on pioneering technologies, critical bottleneck technologies, and platform technologies that are key to the strategic emerging industries being cultivated and developed. For new technologies and products that have achieved significant progress, demonstrate strong market potential, and hold great promise for driving future industrial development, enterprises will receive non-repayable financial grants of up to 5 million yuan to support their commercialization within the Zhongguancun Demonstration Zone and help foster the formation of industrial clusters.
Article 11: Support industry alliances in playing a coordinating and bridging role in areas such as industrial development, industry exchange, market promotion, and brand cultivation, and provide alliance members and industry enterprises with relevant information, channels, and services.
(1) Support industry alliances in establishing centralized exhibition and experience centers for new technologies and products in their respective industries. For centers with an exhibition area of no less than 100 square meters, featuring at least 15 participating companies, open to the public, and equipped with a regular rotating exhibition mechanism that effectively showcases the overall performance of industrial chains or system solutions, annual financial support of 200,000 yuan will be provided to the industry alliance.
(2) Support industry alliances in hosting or undertaking industry annual conferences or forum events that carry strong brand recognition and have national or global influence, thereby enhancing their voice and expanding their industry impact. For nationally significant events involving participation by national industry regulators and with a minimum attendance of 150 people, provide financial support of 200,000 yuan; for internationally significant events involving participation by internationally recognized industry organizations and with a minimum attendance of 200 people, provide financial support of 300,000 yuan.
(3) Encourage industry alliances to establish databases of new technologies and new products in their respective sectors, actively recommend them to relevant national and municipal authorities for inclusion in pertinent catalogs, publicize them to the public through the Zhongguancun website and other media, and organize alliance members to participate in influential domestic and international exhibitions. For those that achieve significant results in promotion, provide support in accordance with applicable financial management regulations.
(4) Encourage industry alliances to lead their member enterprises in actively exploring both domestic and international markets, connecting with relevant industry regulators and user organizations, and designing comprehensive solutions. For those that achieve substantial progress, provide support in accordance with the relevant fund management regulations.
Article 12: The Alliance shall be supported in carrying out the following activities to enhance the industry’s cohesion, voice, influence, and credibility, and to play an effective role in areas such as resource integration, collaborative innovation, market promotion, policy alignment, and service industry support.
(1) Establish a dedicated working team, with well-developed systems covering intellectual property, fund management, benefit distribution, and internal supervision and management, capable of operating efficiently and routinely (20 points).
(2) Compile an annual White Paper on Industrial Development and a Blue Paper on Technology Trends, providing technology intelligence and information services to member enterprises, and offering advisory and decision-support services to government departments (20 points).
(3) Actively recommend major projects such as Beijing’s key scientific and technological achievement transformation and industrial integration projects, the Zhongguancun modern service industry pilot projects, ministry-city consultation projects, and major demonstration projects. At least five projects should be approved or submitted to central ministries and commissions by the city each year (20 points).
(4) Played a supporting role in key areas such as piloting and testing policies in the Zhongguancun Demonstration Zone, building talent special zones, government procurement, brand promotion, science and technology finance, internationalization, exhibitions and displays, and regional cooperation (25 points).
(5) Established a platform for the research and development or application of common technologies, or an industry service platform providing talent, information, financing, policy dissemination, exhibition and display services (10 points).
(6) Established communication channels among the government, enterprises, and intermediary organizations, and developed regular exchange mechanisms such as salons, websites, and newsletters (5 points).
Industry alliances that have sound operational mechanisms, have carried out effective work around the aforementioned matters, and have played a significant supporting role in promoting industries within the Zhongguancun Demonstration Zone will receive support at different levels based on their performance. For alliances that completed all six tasks in the previous year, operational funding support of up to 1 million yuan will be provided, contingent upon their performance and evaluation scores. For alliances that completed no fewer than five tasks in the previous year, operational funding support of up to 800,000 yuan will be provided, also contingent upon their performance and evaluation scores. For alliances that completed no fewer than four tasks in the previous year, operational funding support of up to 500,000 yuan will be provided, again subject to their performance and evaluation scores.
Article 13: Other matters are as follows:
(1) Major advancements related to patent standard development, international expansion, incubator establishment, and financing undertaken by industry alliances or their member entities shall be implemented in accordance with the relevant funding management measures, including the “Administrative Measures for the Zhongguancun Patent Promotion Fund,” the “Administrative Measures for the Zhongguancun Technical Standards Subsidy Fund,” and the “Administrative Measures for the Support Fund for the Development of University Science Parks and Technology Enterprise Incubators in the Zhongguancun National Independent Innovation Demonstration Zone.”
(2) Support will be provided, based on the progress of their implementation, for other initiatives undertaken by industry alliances—such as leading the development of specialized agglomeration zones and initiating the establishment of industrial investment funds—that are closely related to the overall development of the alliance, help foster the formation of industrial clusters, and contribute to achieving the development goals of the Zhongguancun Demonstration Zone.
Chapter 4: Application and Review
Article 14: Based on the annual special fund budget, the Zhongguancun Administrative Committee shall prepare an annual work plan and publish the application acceptance period, application procedures, and other relevant information via the Zhongguancun Administrative Committee’s website (www.zgc.gov.cn).
Article 15: The Zhongguancun Administrative Committee shall entrust the Joint Conference of the Zhongguancun Alliance or a relevant agency, in accordance with the requirements of the notice, to be responsible for accepting applications from the Alliance or its member units regarding funding and projects, as well as for organizing and conducting the review process and verifying the submitted application materials.
Article 16: For projects supported through post-subsidy mechanisms, a joint evaluation shall be conducted by relevant departments—including the Supervision Office, the Finance Office, and the Industrial Development Promotion Office—of the Zhongguancun Administrative Committee, as well as by experts. Experts shall comply with applicable recusal regulations and sign confidentiality agreements. For projects supported through pre-subsidy mechanisms, the Zhongguancun Administrative Committee shall entrust relevant institutions to organize the review process.
Article 17: After review by the Director’s Special Meeting, the list of alliances to be supported for the year, the list of projects to be supported, and the corresponding support amounts shall be finalized. The Zhongguancun Administrative Committee has entrusted the Joint Conference of Zhongguancun Industry and Technology Alliances to notify the industry alliances of the status of project approval and support.
Article 18: The Zhongguancun Administrative Committee shall determine the annual support ratio and amount based on the total annual budget, adhering to the principle of not exceeding the upper limits stipulated in these Measures.
Chapter 5: Supervision and Management
Article 19: The entities using the funds and the entrusted implementing units are obligated to accept audits and financial supervision by the Zhongguancun Administrative Committee, the Municipal Audit Bureau, and the Municipal Finance Bureau, and to cooperate in conducting performance evaluations, publicity, research, and other related activities.
Article 20: The Finance Department and the Supervisory Department of the Zhongguancun Administrative Committee shall conduct inspections and oversight of the use of special funds allocated to industry-technology alliances. In principle, projects receiving support funds exceeding 1 million yuan shall be subject to joint supervision by the Zhongguancun Administrative Committee and the cooperating banks, in accordance with the "Work Plan for the Pilot Program on Strengthening the Supervision of Projects Supported by Development Funds through Joint Cooperation between the Zhongguancun Administrative Committee and Banks" (Zhongke Yuan Fa [2007] No. 19).
Article 21: The Zhongguancun Administrative Committee reserves the right to revoke the eligibility of a consortium to submit applications and make recommendations if the consortium lacks credibility, has lost its representativeness, demonstrates weak operational capabilities, and has been repeatedly complained about by its member units.
Article 22: The penalties include the following:
(1) Any violations of laws and regulations in the use of special development funds shall be handled in accordance with relevant legal provisions.
(2) For alliances or member units found to have engaged in fraud or deception to obtain fiscal funds, in addition to the penalties specified in (1), the Zhongguancun Administrative Committee will publicly announce their misconduct on the Zhongguancun Demonstration Zone website, recover the funds already disbursed, and permanently reject any future applications for public policy support funds from these entities.
Chapter VI Supplementary Provisions
Article 23: These Measures shall be interpreted by the Zhongguancun Administrative Committee and shall take effect as of the date of their promulgation. Upon the entry into force of these Measures, the “Administrative Measures for Special Funds of the Industry Technology Alliance in the Zhongguancun National Independent Innovation Demonstration Zone” (Zhongke Yuan Fa [2012] No. 39) shall be concurrently repealed.
