The symposium on promoting technological advancement in the key component industry was successfully held in Beijing.
On June 13, a symposium on promoting technological advancement in the critical components industry was successfully held in Beijing. Attending the meeting were Xie Min, Inspector of the Office of Major Special Projects at the Ministry of Science and Technology; Liang Sheng, Director of the Implementation and Management Office for Special Project 02; Qiu Gang, Division Chief of the Office of Major Special Projects at the Ministry of Science and Technology; Ye Tianchun, Chief Technical Advisor for Special Project 02 and Director of the Institute; Yang Jun and Li Wei, Deputy Division Chiefs of the Office of Major Special Projects at the Ministry of Science and Technology; as well as over 60 participants, including experts from the overall team of Special Project 02, representatives from SMIC, and heads of more than 30 domestic enterprises specializing in components used in integrated circuit manufacturing. The meeting was organized by the Materials Alliance under the commission of the Implementation and Management Office for Special Project 02, with the aim of further accelerating technological progress in the critical components industry.

The meeting was organized by the Materials Alliance under the commission of the Implementation and Management Office for Special Project 02, with the aim of further accelerating technological upgrades in the critical components industry, fostering cooperation across the industrial chain, establishing a localized supply system, and reducing the cost of integrated circuit manufacturing.
In his speech, Director Qiu Gang pointed out that components are one of the strategic tasks under the “13th Five-Year Plan” for Project 02, and also represent a fundamental manufacturing issue that must be addressed in order to establish strategic advantages in development. He expressed hope that component enterprises, guided by specialized technical training and fostered by a collaborative atmosphere throughout the industrial chain, will focus on market demands, leverage their own development strengths to enhance cooperation across the upstream and downstream segments of the industrial chain, and, through platforms such as industry alliances, promptly stay abreast of industry trends, pool innovative resources, and, in addition to support from Project 02, explore more avenues to promote the development of the component industry.
Chief Engineer Ye Tianchun introduced the layout and related progress of the 02 Special Project in the area of components. He pointed out that components are an integral part of the overall layout of the 02 Special Project. In recent years, driven by the development of the equipment industry as well as national and local industrial funds, the era of “three-chain integration”—integrating the technology chain, the market chain, and the financial chain—within the components industry is fast approaching. Moving forward, the focus will be on addressing the “bottleneck” issues and tackling the challenges posed by mass-produced, widely-used products in the components industry. By leveraging alliances to bring together suppliers and users and creating platforms for exchange and collaboration, we can often achieve better results than direct government investment projects.
Zheng Jingde, Senior Director at SMIC, introduced the current status of domestically produced spare parts, the existing challenges, and the key products that the industry hopes to focus on overcoming. Shi Ying, Secretary-General of the Materials Alliance, provided an overview of the alliance’s business activities, its operational characteristics, and its successful experiences in promoting the mass production and application of materials. During the roundtable discussion, participants reached a consensus on expanding the component business based on the Materials Alliance. They expressed their hope that, through the alliance’s organizational approach, resources from all segments of the industrial chain could be brought together to create a platform for exchange and cooperation, thereby accelerating the enhancement of China’s competitiveness in the component industry.
In his speech, Inspector Xie Min pointed out that components are the foundation of the integrated circuit industry. By strengthening technological development in the components sector, we can fundamentally enhance China's competitiveness in the integrated circuit field and turn our integrated circuit industry into a core strategic industry for the nation. The sustainable development capability of enterprises is the cornerstone of national development. However, enterprises cannot go far by relying solely on state financial support. A collaborative approach through alliances—fostering cooperation and joint innovation—is an excellent mechanism. We hope everyone will actively participate, and the Major Projects Office of the Ministry of Science and Technology will provide full support for the alliance’s work.
Finally, in his concluding remarks at the meeting, Director Liang Sheng pointed out that the establishment of the alliance was supported by Project 02. It is highly necessary to combine components and materials and integrate consumables and components into a single alliance to carry out collaborative work. He put forward six key requirements for the alliance’s future work: develop industry standards; strengthen patent protection; organize matchmaking and exchange activities between supply and demand; serve as a bridge and link between the government and enterprises, ensuring smooth information channels; assist member units in attracting high-end talent; and compile an industry development white paper.
