The launch ceremony for the "Major Special Project Achievements Entering Ningbo and Xingang Town" was held in Beilun, Ningbo.


  On the morning of August 18, 2017, the launch ceremony for “Bringing Major Project Achievements to Ningbo and the China (Ningbo) Chip Harbor Town,” jointly hosted by the Integrated Circuit Materials and Components Industry Technology Innovation Strategic Alliance (hereinafter referred to as the “Alliance”) and the People’s Government of Ningbo City, was held in Beilun, Ningbo. Attending the event were Ma Junru, head of the Supervision and Evaluation Expert Panel for the Electronics and Information Sector of the National Key Science and Technology Projects and former Director-General of the State Administration of Foreign Experts Affairs; Qiu Gang, Deputy Director of the Implementation and Management Office for the 02 Project and Deputy Inspector of the Major Projects Office of the Ministry of Science and Technology; Wang Zhengping, Academician of the U.S. National Academy of Engineering and Foreign Academician of the Chinese Academy of Engineering; Hao Yue, Technical Deputy Chief Engineer of the 01 Project and Vice President of Xidian University; Ye Tianchun, Chief Technical Officer of the 02 Project and Director of the Institute of Microelectronics of the Chinese Academy of Sciences; Wang Xi, Technical Deputy Chief Engineer of the 02 Project and Director of the Shanghai Institute of Microsystem and Information Technology of the Chinese Academy of Sciences; Lu Jun, President of Huaxin Investment Management Co., Ltd.; Zhao Haijun, CEO of SMIC; Shi Ying, expert of the 02 Project Overall Group and Secretary-General of the Alliance; Qiu Dongyao, Deputy Secretary of the Ningbo Municipal Party Committee and Mayor; Mao Hongfang, Member of the Standing Committee of the Ningbo Municipal Party Committee and Secretary of the Beilun District Party Committee, along with other leading officials. At the launch ceremony, seven initial projects—namely, the Ningbo Institute of Microelectronics Application Research of the Institute of Microelectronics of the Chinese Academy of Sciences, the Materials and Components Alliance (Ningbo) Industrial Promotion Center, the SMIC Ningbo Special Process and Analog Chip Manufacturing Base Project, the Anji Microelectronics Project, the Shenyang Fuchuang Integrated Circuit Precision Components Project, the Hengshuo Technology Semiconductor Tin Materials Project, and the Xin Kongjian Integrated Circuit Industry Base Cooperation Project—signed agreements to join the town.

  At the launch ceremony, Deputy Director Qiu Gang from the Special Project Implementation Management Office delivered a speech. She pointed out that Beilun possesses the vision and determination to become an incubation base for early-stage achievements of major science and technology projects, providing a platform for the concentrated development of upstream materials and components in the industrial chain. She expressed gratitude for the atmosphere Beilun has fostered for the development of China’s integrated circuit industry chain, and called on everyone to join together in witnessing Beilun emerge as a new hallmark of integrated circuit industry cluster development—both in China and worldwide.

  In his speech, Qiu Dongyao, Deputy Secretary of the Ningbo Municipal Party Committee and Mayor, pointed out that the planning and construction of China (Ningbo) Xingang Town is a concrete action to implement the strategy of building a manufacturing powerhouse and to steadily advance the pilot and demonstration city construction under the “Made in China 2025” initiative. Xingang Town embodies the hope for innovation and holds the promise of a prosperous future for development. The municipal government, relevant departments, and the Beilun District government should proactively take on the role of “service-minded assistants” and provide full support for the construction and development of Xingang Town.

  Mao Hongfang, a member of the Municipal Party Committee and Secretary of the Beilun District Party Committee, said when introducing the situation of Beilun and Xingang Town that Beilun has a broad vision and approaches the development of the semiconductor industry from the strategic high ground of national strategy. Beilun also boasts robust industrial and financial support systems that provide strong backing for companies planning to set up operations here in the future. With an environment conducive to the concentration of high-end industries and a picturesque natural setting ideal for attracting and accommodating top-tier talent, Beilun is fully capable of building a compact yet sophisticated, small yet exquisite hub for China’s chip industry cluster.

  In his speech, Ma Junru, head of the supervision and evaluation expert panel for the Electronics and Information sector of the National Key Science and Technology Special Projects and former Director-General of the State Administration of Foreign Experts Affairs, pointed out that throughout the implementation of these national key science and technology special projects, industrialization has consistently been regarded as one of the key strategic objectives. He emphasized the importance of keeping technology at the forefront to drive the upgrading and development of industries. The successful settlement of innovative achievements from Project 02 in Xingang Town, Beilun, Ningbo—where leading enterprises have been able to grow and thrive—serves as an outstanding example of the industrialization of scientific and technological achievements.

  Zhao Haijun, CEO of SMIC, believes that Ningbo’s geographic location and regional environment can complement Shanghai’s resources. Projects that have matured in Shanghai can be transferred to Ningbo, helping to build Xingang Town into a future hub for the chip industry. Lu Jun, President of Huaxin Investment Management Co., Ltd., pointed out that thanks to the Ningbo municipal government’s strong emphasis on the integrated circuit industry, leading domestic material and component companies have been able to gather together in Xingang Town. He expressed hope that Xingang Town, with its solid foundation and accumulated strength, will be able to attract even more outstanding industrial projects from across China. At the launch ceremony, Academician Hao Yue, Deputy Director of Xi’an University of Electronic Science and Technology and Deputy Chief Engineer of the “01” Special Project, delivered a speech. He noted that China’s microelectronics industry has attracted worldwide attention. Although there is still a significant gap between domestic enterprises and those in developed countries, he believes that with the government’s robust support and in integrated circuit clusters like Beilun in Ningbo, enterprises will gain greater confidence to move forward. As a result, China’s microelectronics companies will continue to grow and thrive.

  In her speech, Shi Ying, an expert from the Specialized Overall Group and Secretary-General of the Alliance, pointed out that guiding enterprises to cluster and develop is one of the Alliance’s primary tasks. Beilun, located in the Yangtze River Delta Integrated Circuit Development Cluster, boasts strong appeal in terms of economic strength, industrial policies, and talent advantages. By establishing an integrated circuit materials and components industry cluster here, we can not only leverage Ningbo’s economic strengths and manufacturing base to achieve rapid industrial development but also foster synergistic industrial cooperation with other major integrated circuit manufacturing hubs in the Yangtze River Delta.

  The first batch of companies to settle in Xingang Town have signed agreements.

 

  Xingang Town is located in the Chaibiao area of Beilun and is divided into a high-end manufacturing and production zone, a comprehensive R&D and service zone, and an old-town ecological and cultural zone. Centered on innovation-driven transformation and ecological civilization development, the town will feature a 2-square-kilometer Xingang Industrial Park, a 1.1-square-kilometer Ecological Living Room, and a 1.5-square-kilometer Cultural Foyer, thereby developing into a tech- and culture-oriented town integrating high-end manufacturing, R&D innovation, creative intelligence services, leisure and recreation, and cultural ecology. With additional supporting expansion areas—including the port-adjacent chemical zone to the north of the core zone and the international community development space to the south—the planned total area could reach 35 square kilometers. Construction of Xingang Town will commence by the end of this year, with a focus on building specialized projects such as the Ningbo Integrated Circuit Specialized Process Manufacturing Base and the Ningbo Integrated Circuit Materials and Components Base. The first-phase factory buildings are scheduled for completion and put into operation in 2018. At that time, Xingang Town will collaborate closely with SMIC—China's largest integrated circuit wafer fabrication company—to promote the integrated development of the entire IC industry chain in Ningbo, thus establishing Xingang Town as a leading specialized town for integrated circuits in China.
