The 718th Institute of CSSC Heavy Industry successfully held a promotion event for specialty gas products, along with a ceremony marking the commissioning of Phase I and the commencement of Phase II of the project.

On May 18, the No. 718 Institute successfully held a promotional event for specialty gas products, along with a ceremony marking the commissioning of the first-phase project and the commencement of the second-phase project. Invited to the event were Qian Jianping, Deputy General Manager of China Shipbuilding Industry Corporation; Xu Zhenchuan, Deputy Director of the Hebei Provincial Department of Industry and Information Technology and Director of the Provincial Administration of National Defense Science and Technology Industry; Gao Jianqiang, Member of the Standing Committee of the Handan Municipal Party Committee and Vice Mayor; Zhao Hongshan, Secretary of the Feixiang District Party Committee; and Zhu Zhanfa, Party Secretary of the No. 703 Institute of China Shipbuilding Industry Corporation. Over 60 representatives from semiconductor manufacturers—including TSMC, BOE, SMIC, CSOT, Samsung, and Toshiba—were also invited to attend. Li Junhua, Director of the No. 718 Institute and Deputy Secretary of the Party Committee, along with Liu Xueyi, Party Secretary and Deputy Director of the Institute, and other leading officials from the institute based in Handan, were present at the event. The promotional event was chaired by Secretary Liu Xueyi.

In his speech, Qian Jianping emphasized that high-purity specialty electronic gases are crucial raw materials for advanced manufacturing sectors such as large-scale integrated circuits, polysilicon, solar energy, and optical fibers, and belong to the strategic emerging industries that the nation is accelerating to support and develop. The specialty electronic gas project of Institute 718 proactively supports the nation’s development strategy and implements the requirements of the new-era China Shipbuilding Industry Corporation’s (CSIC) High-Quality Development Strategic Outline. It is one of the key development directions for CSIC’s industrial structure adjustment. CSIC has approved Institute 718 to establish CSIC Perry Specialty Gases Co., Ltd., with the aim of vigorously developing the specialty electronic gas industry and enabling it to quickly become a new driving force for CSIC’s military-civilian integration and high-quality development, thereby making greater contributions to socio-economic development.

Qian Jianping hopes that Institute 718 will cherish even more the favorable development situation currently receiving high attention and strong support from leaders at all levels in Hebei Province and Handan City. He emphasizes focusing on the following key tasks: First, earnestly study and thoroughly grasp the spirit of the 19th National Congress of the Communist Party of China, taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, unswervingly upholding the Party’s basic line, firmly establishing and consciously practicing the five development concepts, forging ahead with vigor, working diligently and pragmatically, and providing robust support for the high-quality development of CSSC Heavy Industry; Second, be adept at analyzing and grasping the overall trends. As an important backbone research institute of CSSC Heavy Industry, fully leverage our core leading role in high-tech innovation, relying on our solid foundation, comprehensive expertise, and concentration of talented personnel, further increase investment in scientific and technological innovation, cultivate new growth drivers, enter new industries, and develop new business models, thereby making due contributions to building an innovative nation; Third, as the leading unit of the national major science and technology project No. 02—the R&D and industrialization of high-purity electronic gases—we will conscientiously study and implement General Secretary Xi Jinping’s instructions on CSSC Heavy Industry’s work: concentrate efforts, organize meticulously, operate carefully, and pursue excellence. We will effectively organize the R&D and industrialization of other scientific research projects under Project No. 02, start planning and construction as early as possible, obtain approval and begin mass production as soon as possible, and, through concrete actions, support the development of the national electronic information industry and make our mark on China’s journey toward “Made in China 2025”; Fourth, strengthen quality control and safety management throughout the project construction process, strictly adhere to rules and regulations, firmly establish the awareness that safety comes first, and build first-class projects with first-class management standards; Fifth, consciously rely on the Party and the government, fully utilize various supportive policies provided by governments at the national, provincial, and municipal levels for the development of high-tech industries, seize favorable opportunities, accelerate development, and transform CSSC Parry Special Gases Co., Ltd. into the world’s leading integrated service provider of specialty electronic gas materials.

　　Li Junhua pointed out that Institute 718 was founded and has grown precisely because of gases. With over 50 years of experience in R&D and production in gas-related industries, the institute currently boasts a domestic market coverage rate of more than 95% for nitrogen trifluoride and a global market coverage rate of 30%. For tungsten hexafluoride, its domestic market coverage reaches 100%, and its global market coverage stands at 40%. As the lead institution for the national “02 Special Project” on gases, Institute 718 has successfully developed nine high-purity gases—including silicon tetrafluoride, hexafluoroethane, octafluoropropane, octafluorocyclobutane, hydrogen chloride, and hydrogen fluoride—as well as ten mixed gases, all of which have been successfully commercialized. These products have undergone testing and certification by leading semiconductor companies such as SMIC.

　　Li Junhua emphasized that Institute 718 will always adhere to the guidance of national strategies, be driven by customer needs, and take on the responsibility of leading the development of the industry. It will fully leverage its unique professional strengths, taking chemistry as its foundation, gases as its core, and materials as the basis for expansion. Institute 718 will deeply advance and implement key initiatives such as technological innovation, lean management, talent development, brand building, and capability enhancement, striving tirelessly to build Institute 718 into a domestically leading and internationally renowned group of companies specializing in gases and new chemical materials.

　　Gao Jianqiang pointed out that the Handan Municipal Party Committee and Municipal Government have been coordinating efforts to stabilize growth, adjust the economic structure, tackle pollution, and improve people's livelihoods. They have vigorously eliminated outdated production capacity, promoted supply-side structural reform, and accelerated the transformation and upgrading of the industrial sector. As a result, the city’s industrial economy has demonstrated new characteristics—steady production and operations, and the rapid emergence of new drivers of growth. In particular, significant achievements have been made in fostering strategic emerging industries and speeding up the transition from old to new growth drivers. As a modern, innovative research institute integrating high-tech R&D and manufacturing, Institute 718 boasts strong scientific and technological capabilities, broad industrial coverage, and an abundance of talented personnel. Over the years, its economic output has maintained steady annual growth, making outstanding contributions to Handan’s economic development and regional advancement, and positioning it as a leader in Handan’s high-tech industry. Gao Jianqiang stated that the Handan Municipal Party Committee and Municipal Government will further intensify their policy support, enhance their service awareness, and provide strong assistance to the special gas industry, thereby driving the region’s economic development to a new level.

　　At the meeting, Wang Shaobo, Deputy Director of Institute 718, read out a congratulatory letter specially sent by the Integrated Circuit Materials and Components Industry Technology Innovation Alliance for this event. Mr. Xu Miao from HuaRun Microelectronics Co., Ltd., Mr. Yuan Quping from BOE Technology Group Co., Ltd., and Mr. Xie Jiguo from United Microelectronics Corporation spoke at the meeting as customer representatives.

The delegates attending the meeting also watched a promotional video on the special gas industry produced by Institute 718, toured the site of the first-phase production project for special gases that had just been put into operation, and participated in a seminar and matchmaking session on the development of the special gas industry. During the session, they engaged in in-depth exchanges and discussions on further cooperation and the advancement of both the special gas and semiconductor industries.
