On February 23, 2019, the Integrated Circuit Industry Technology Innovation Strategic Alliance (hereinafter referred to as "the Alliance") held the "2019 Integrated Circuit Industry Chain Collaborative Innovation Development Exchange Conference and Integrated Circuit Industry Technology Innovation Strategic Alliance Conference" in Beijing. More than 240 representatives from enterprises, universities and research institutes in the domestic Internet, system machine, terminal application and all aspects of integrated circuit industry chain attended the meeting. The meeting aims to further strengthen the close cooperation between the upstream and downstream of the integrated circuit industry chain, promote the synergy of industrial technology innovation, and jointly explore new ideas and new measures for the technological innovation and development of China's integrated circuit industry in the new era and the new situation. Chairman of the Alliance, Jianlin Cao, Vice Chairman and Secretary General Tianchun Ye, and Junru Ma, Director of the Alliance Expert Advisory Committee, attended the meeting. Meng Li, Deputy Minister of Science and Technology Department, Deputy Mayor of Beijing Yong Yin, Director of Electronic Information Department of Ministry of Industry and Information Technology, Yueshan Qiao, President of National Integrated Circuit Industry Investment Fund Co., Ltd. Wenwu Ding, President of Huaxin Investment Management Co., Ltd. Jun Lu, attended the meeting.

On behalf of the Alliance, Chairman Jianlin Cao expressed his gratitude to the leaders, guests and representatives of the Council Members who attended the meeting. He pointed out that China now has the world's largest user market and the most complete industrial chain distribution. The alliance should give full play to the role of the alliance between industry, academia and research, and the upstream and downstream of the industrial chain, and work together with all sectors to promote the accelerated development of China's integrated circuit industry.

Vice Minister of the Ministry of Science and Technology Meng Li congratulated the meeting. He pointed out that since the establishment of the alliance, with the goal of breaking through industrial technology, it has built a good platform for communication and communication in all aspects of production, education and research. He stressed that the alliance needs to play a unique role in promoting technological innovation in the integrated circuit industry, further promote the in-depth cooperation between the upstream and downstream of the industrial chain, promote the transformation of major special achievements; assist in exploring the implementation mechanism of diversified investment and the new path of international cooperation; give full play to the role of high-quality talents to accelerate industrial technology innovation.

Deputy Mayor of Beijing Yong Yin pointed out that Beijing is the source of innovation and the main industrial gathering area of the domestic integrated circuit industry. The alliance has effectively promoted the technological innovation and industrial chain cooperation of China's integrated circuit industry. He put forward three hopes for the development of the alliance: to become the "think base" of industrial research; to organize member units to do a good job in the research of industrial technology development strategy; and to become a "catalyst" for the transformation of results, to build a platform between enterprises and drive the continually innovation of industrial chain; to become the “connector” of industry synergy to strengthen the upstream and downstream synergy of the industrial chain.

President of the National Integrated Circuit Industry Investment Fund Co., Ltd. Wenwu Ding said that China's IC industry has made great progress, but compared with the developed countries in the world, there are still shortcomings in high-end chip development, industrial scale, R&D investment, etc.We have a long way to go, and we must work together and seize opportunities to make unremitting efforts to achieve leap-forward development of the industry.

Tianchun Ye, deputy director and secretary general of the alliance, director of the Institute of Microelectronics of the Chinese Academy of Sciences, and special technical director of the National Science and Technology Major Special Project 02, made a report on "Strategic thinking on China's IC industry innovation and development ". The report provides an in-depth analysis of the current development of the integrated circuit industry and some of the issues and strategic thinking that China's semiconductor industry faces in its development. The conference also invited Dr. Simon Yang, CEO of Yangtze Memory Technologies Co., Ltd., Chairman of Beijin Giga Device Innovation Technology Co., Ltd.,Yiming Zhu, Dr. Liqiang Cao, General Manager of National Center for Advanced Packaging Co., Ltd. (NCAP China), and Brain Lu, the general manager of Piotech Co., Ltd. to make reports on the exchange of experience in technology innovation and industry chain cooperation.

During the conference, the 2nd IC Industry Technology Innovation Award (referred to as “IC Innovation Award”) was issued, and 21 units and 4 persons who have made outstanding achievements in technological innovation, industrialization of results, and industrial chain cooperation in the integrated circuit industry were awarded. A total of 10 technical innovation awards, 7 industrialization awards, 4 industrial chain cooperation awards and 4 outstanding industrial innovation awards were awarded. Among them, SimonYang, CEO of Yangtze Memory Technologies Co., Ltd, Jinqi Geng, Vice Chairman of NAURA Technology Group Co., Ltd., Zhu Yiming, Chairman of Beijing Giga Device Innovation Technology Co., Ltd., and Vice President and secretary-general of National Integrated Circuit Packaging Industry Chain Technology Innovation Strategy Yukang Yu won the Outstanding Contribution Award for Industrial Innovation.

Finally, Junru Ma, the director of the Alliance Expert Advisory Committee and the leader of the National Science and Technology Major Specialized Electronic Information Field Supervision and Evaluation Expert Group, delivered a speech. He emphasized that through the long-term accumulation of technology, the application verification of domestically produced equipment, materials and parts has reached a new level, realizing the aim that “the industry can rely on import and dependence, and can start independent innovation”. In the future, we should give full play to the advantages of alliance coordination organizations and further create a new situation of collaborative innovation and cooperation and win-win in the IC industry chain.
